Questions and Answers to VA-258-10-RP-0068 1.Do the consultants need to have worked in the VA System? What specific areas of accreditation/standards do the consultants need to have expertise in i.e. behavioral health care, ambulatory care, etc.? Is there a preference on the number of teams performing the Mock Joint Commission Survey? Answer: Surveyors need to be familiar with VA so they should have conducted mock surveys or taught JC standards in VA, conducted actual surveys in VA, or have actually worked in VA. No real areas of expertise beyond what is stipulated in SOW. One team only (seeking consistent team membership with recognition that due to unforeseen circumstances, a member might be unavailable for a given survey and have to be replaced). 2. What are the minimum credentials and requirements needed of the consultant who is to perform the mock of each type of facility? i.e. can a specialist in JCAHO hospital accreditation survey other types of organizations, e.g. long term care, etc.? Answer: Members collectively must have experience surveying all JC programs noted in SOW. 3. Clarification is needed on the description of a Blind Rehabilitation program since this is not indicated as one of the accreditation programs under the Joint Commission. Answer: Blind rehab has been removed from SOW. 4. Have the dates of the surveys for each facility been negotiated? Answer: Dates have not been set, as stated in item #9; these are to be negotiated with each facility and must be completed before December 31, 2010. 5. Does the Doctorally prepared nurse consultant need to have worked in the VA system in addition to have developed educational programs at the Joint Commission and collegiate level? Answer: Doctorate not required....doctorate preferred as noted in SOW. The answer is Yes. 6. Will any consideration be made for a consultant who has areas of expertise as both a Joint Commission surveyor and consultant without having worked in the VA System? Answer: Mock survey experience in VA, actual JC survey experience in VA, JC standards education/training experience in VA or actual employment in VA required. 7. Do the members need to possess certification as Joint Commission surveyors; this is not a minimum requirement for Joint Commission surveyors (i.e. surveyors employed by the Joint Commission), but instead is a voluntary for each surveyor? Answer: Certification not required. 8. We understand the "life safety" portion of a Mock Survey to relate to the Joint Commission Continuous Readiness Program for the Environment of Care. This portion of a Mock Survey, in our experience, involves surveyors who possess engineering and/or related technical backgrounds and hold certifications such as Certified Healthcare Safety Professional (CHSP) and/or Certified Healthcare Facilities Manager (CHFM), etc. Please specify whether the Government's proposed 3-person team is expected to complete the Environment of Care portion of the Mock Survey and, if the answer is in the affirmative, what credentials are required to be held by the individual completing the life safety portion of the Mock Survey. Answer: Three member team comprised of a combination of medical doctor, a Master's prepared (doctorally prepared nurse preferred) registered nurse, and a Master's prepared registered nurse with combined experience in Hospital, Life Safety. 9.Please confirm whether each mock survey team member is required to have worked as a surveyor for the Joint Commission. Will the Government accept quality assurance (including infection prevention and control) experience in hospital settings? Answer: Surveyors need to be familiar with VA; they should have conducted mock surveys or taught JC standards in VA, conducted actual surveys in VA, or have actually worked in VA. 10.Does the Government intend the 3 person survey team to also survey for speciality areas such as behavioral and long term health? Our experience is that 3 person teams are augmented - often with a fourth team member - for a portion of the mock survey to perform speciality types of surveys. Answer: Yes, 3 person team as Specific requirement #1. 11.Our experience is that surveys tend to go beyond 3 days if additional areas such as behavioral and long term health are surveyed? Will the Government consider proposals that go beyond the 3 day time period indicated in the Amended Solicitation? Does the Government have an expectation for survey length for each facility described in the Amended Solicitation, i.e., 3 days at Facility A, 5 days at Facility B, 4 days at Facility C? Answer: ?, NO, 3 days at each facility as stated in the Statement of work. 12.Is there an incumbent contractor? Answer: NO.
