Description
The Naval Sea Systems Command intends to modify, on a sole-source basis, existing contract N00024-07-C-2302 to Northrop Grumman Shipbuilding (NGSB), P.O. Box 149, Pascagoula, MS 39568 for continuing the accomplishment of DDG 51 Class Follow Yard Services. DDG 51 Class Follow Yard Services will provide necessary Follow Yard engineering, technical, liaison, shipyard engineering team, turnkey, crew indoctrination, design tool/design standardization, material procurement and production support for DDG 51 Class follow ship configuration, new technology, data and logistics management, lessons learned analysis, acceptance trials, post delivery test and trials, post shakedown availability planning, systems safety program support, program closeout and fleet turnover and other technical and engineering analyses and studies for the purpose of supporting DDG 51 Class follow ship construction and test and trials. As the follow-yard ship designer and builder, NGSB is the only firm capable of providing timely and effective follow-yard services to support DDG 51 Class follow-yard construction. NGSB has the requisite familiarity and knowledge of DDG 51 Class configurations as well as a detailed understanding of the construction techniques and practices used to build these ships. The resultant contract modification will increase manhours over an exercised option for FY10 and an unexercised option for FY11. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
