Sources Sought/Market Research document Market Reseach for Indefinite Delivery/Indefinite Quantity Contracts for Transportation Environment and Real Estate Pursuant to 48 C.F.R. Part 10, the Government is conducting market research to: · Determine if sources exist that are capable of satisfying the Government's requirements listed below, · Determine the capabilities of potential contractors, including an estimate of prices, · Determine the size and status of potential sources, and · Determine the level of competition (i.e. 8(a), set-aside or full and open) BACKGROUND The FHWA Office of Acquisition Management contemplates awards of multiple five-year Indefinite Delivery/Indefinite Quantity contracts (ID/IQ) contracts in support of its Office of Planning, Environment and Realty (HEP). The Program Offices within HEP that will benefit from the ID/IQ are: The Office of Project Development and Environmental Review, The Office of Natural and Human Environment, and The Office of Real Estate Services. Other offices within FHWA may also use the ID/IQ contracts if their needs fit within the statement of work requirements. The purpose of this market research to identify potential offerors having an interest in and the resources to support these requirements. Consideration will be given to identifying small business concerns, including the sub-categories of Service-Disabled Veteran-Owned Small Business (SDVOSB), HUBZone, 8(a), Small Disadvantaged Business (SDB) and Woman-Owned. The market research will contribute to determining the method of procurement. It is anticipated that work will be performed under ID/IQ contracts through the issuance of competitively awarded Task Orders that may be firm fixed price (FFP) or cost-plus-fixed- fee (CPFF). Competition for each Task Order will be restricted to those holding an ID/IQ contract. Potential offerors are encouraged to provide responses to one or more Task Elements that reflect the offeror's experience, skills and abilities. Instructions The FHWA does not require or expect each potential offeror to respond to every question below. ID/IQ CONTRACT SCOPE OF WORK SUMMARY Overview The ID/IQ contract holders will be expected to provide a series of services, as needed, within four Task Groups: Task Group (A-G), Task Group (H-K), Task Area Group (L-N), and Task Area Group (O). "An evaluation team consisting of experts for each task area will evaluate the technical proposals independently in accordance with the evaluation criteria set forth in the solicitation." Offerors can respond to the questions for the Task Elements from any of the four Task Groups. Bicycle and Pedestrian Program : This program oversees funding programs (i.e., Transportation Enhancements, Recreational Trials, and the Non-Motorized Transportation Pilot Program). Areas of particular interest include the following: •________I.1 Delivering a completed noise research product, with full quality control and appropriate fact checking as well as experience in presenting objective assessments •________I.2 Expertise in the principles and practice of 23 CFR 772, FHWA noise policies, and noise compatible planning concepts, the project development and delivery process and some experience with construction, operations and maintenance practices for transportation facilities •________I.3 Expertise in noise prediction and analysis (FHWA, TNM), construction noise (FHWA, RCNM), noise measurement (wayside and OBSI) and quieter pavements J. Transportation and Air Quality: Potential offerors should demonstrate general understanding and expertise in transportation and air quality related areas such as the National Ambient Air Quality Standards, Clean Air Act requirements, the Congestion Mitigation and Air Quality (CMAQ) Improvement Program; Mobile Source Air Toxics (MSAT), emission analysis, models and methodologies. Areas of interest include the following: •________J.1 Delivering a completed research product, with full quality control and appropriate fact checking as well as experience in presenting objective assessments within a sometimes politically charged environment. •________J.2 Understanding of and experience with the statewide and metropolitan transportation planning process, (i.e. long range plan, transportation improvement program, and a public participation plan), consultation requirements, procedures and best practices, etc. •________J.3 Understanding of and experience with the transportation conformity process, (i.e. regulatory requirements, technical/modeling aspects, public participation, consultation requirements, procedures and best practices, etc.) •________J.4 Experience with Environmental Protection Agency (EPA) analytic models and procedures for the estimation of emissions and air quality (both regional and project-level emissions and project-level concentrations) and the linkages between mobile source emissions models and travel demand forecasting models. •________J.5 Experience with air quality emissions mitigation strategies, including analytic procedures for the estimation of air quality impacts/reductions. •________J.6 Experience with mobile source air toxics, including estimation techniques, mitigation options, and risk and uncertainly analysis. •________J.7 Expertise in meeting and conference planning in both small and large meetings. The contractor should have experience in a large variety of venues including, peer exchanges, workshops, conferences, et cetera. •________J.8 Expertise in developing presentation materials for both technical and non-technical audiences. K. Climate Change and Sustainability: The actions taken by transportation professionals today have implications f or how the transportation system will respond to climate change in the near and long terms. Areas of interest include the following: •________K.1 Delivering completed research products, with full quality control and appropriate fact checking as well as experience in presenting objective assessments within a sometimes politically charged environment. •________K.2 Experience in the principles and practice of the social, economic, and environmental analysis and the planning and project development processes as well as climate change mitigation and adaptation science. •________K.3 Delivering travel demand forecasting models. •________K.4 Conducting corridor and economic development studies and research. •________K.5 Understanding strategies to reduce Greenhouse Gas emissions from the transportation sector, including carbon sequestration and cap-and-trade options •________K.6 Experience with analytic methods to measure transportation GHG reductions •________K.7 Experience incorporating information on climate change effects consideration into transportation decision making, policies, procedures and practices •________K.8 Ability to develop long range weather assumptions relevant to the transportation sector •________K.9 Expertise in developing risk assessment and management tools and processes •________K.10 Experience with identifying, applying, and disseminating sustainable practices that are relevant to multiple decision-making processes and various aspects of the project development cycle. •________K.11 Expertise in meeting and conference planning in both small and large meetings.
