Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage serves as alternate if the FBO website is unavailable. The Government intends to award a fixed price contract to provide CONUS Payload Flight Testing for up to 4 months with an option to provide OCONUS Payload Flight Testing in Southwest Asia for up to one (1) year. The anticipated contract will require the contractor to make available enough commercially owned and operated aircraft to test two separate payloads in rugged environments such as those found in Southwest Asia. The contractor will assist in aircraft preparation and payload integration to assure the successful and safe integration of payloads of two-hundred and fifty (250) pounds and the associated control stations and antenna onto each aircraft. The payload and associated antennas will be required to be mounted externally with control stations mounted into the cabin area. Upon successful integration and testing the contract will require the contractor to transport, operate, and maintain two aircraft for one (1) year in environments such as those found in Southwest Asia. The Government furnished equipment is sensitive in nature and has been designated as Military Critical Technical Data. Only businesses that have completed DD form 2345, and are certified under the Joint Certification Program, are authorized to receive the technical package. The Government intends to award to the responsible contractor whose offer is the best value to the Government, considering price and past performance factors.
