Description
RECOVERY ACT: The United States General Services Administration, Public Building Services Region 1, Office of Design and Construction is issuing this sources sought synopsis as a means of conducting market research (FAR Part 10) to identify a Small Business concern with current relevant qualifications, experience, personnel, and capability to perform the work for the repair and alterations of the existing border station facility U.S. Land Port of Entry (LPOE) at Ferry Point in Calais, Maine. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System code assigned to this procurement is 236220. The estimated value of this project is between $5 - $10 Million Dollars. THERE IS NO SOLICITATION AT THIS TIME A potential design-build construction contract would consist of the redeveloping the existing border station facilities on approximately 1.5 acres of land. The project may include but is not limited to: main administration building (upgrade of mechanical, plumbing, electrical, and fire systems); asbestos abatement; interior space reconfiguration and expansion; ADA enhancements; dog kennel; demolition and replacement of existing garage and truck inspection building; and generator storage. This potential design-build construction project will be designed to conform with requirements of the Facilities Standards for the Public Buildings Service to earn Leadership in Energy Design (LEED) certification. If your organization has the potential capacity to perform these contract services, provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; 2) Indicate if you are a Small Business and all of the Small Business category(s) for which you qualify (FAR Part 19) and 3) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. Include examples of projects worked within the last five years of similar size, scope and complexity as the work indicated. State whether your firm worked as a prime or subcontractor, contract value, brief description of how the referenced contract relates to the work described, and provide an agency/customer point of contact. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a design-build construction contract.
