Description
This is a Notice of Intent and Combined Synopsis/solicitation to award the increased funded amount of the current purchase order in accordance to FAR Part 13.5 by the Clinical Center Molecular Imaging Laboratory (MIL) Department 9000 Rockville Pike, Bethesda Maryland, 20892 using Simplified Acquisition procedures for commercial items FAR Part 12 and FAR Part 13. This requirement was originally synopsized on May 15, 2009 solicitation number 159430. This award is to continue the ongoing laboratory research study to include cell culture, sample preparation, tissue analysis, data analysis, quantitative in vitro and in vivo assays and power Doppler imaging and other laboratory requirements for the study so that departmental research efforts are not interrupted and are of the prime quality. Sources with expertise in area of biomedical support for research studies that can provide biomedical research assistance are limited. This award is to David Wood, 8109 Pats Place, Fort Washington Maryland, 20744. Under the authority of FAR 6.302-1, only one responsible source and no other will satisfy the agency requirements. The North American Industry Classification System (NAICS) CODE is 541712. The Government reserves the right to post this requirement for the increased fund for the follow-on of the said services. The intended period of performance for this requirement is for two 12 month option periods for 40 hours each week Monday through Friday 52 weeks for 2087 hours total each year. The following provisions are part of this solicitation: 1) FAR Clause 52.212-1 Instructions to Offerors Commercial;.2) FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items; 3) FAR Clause 52.212-4, Contract Terms and Conditions Required To Implement Statues or Executive Orders Commercial Items, Contract Terms and Conditions Commercial Items; and 4) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items Deviation for Simplified Acquisitions. In addition, the following FAR Clauses are applicable to this acquisition and will be incorporated, in full text, in the resultant contract: 52.217-8 Option to Extend Services (NOV 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within [to be completed at contract award]. (End of clause) 52.217-9 Option to Extend the Term of the Contract (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within [to be completed at contract award]; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least sixty (60) days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed sixty (60) months or five (5) years (End of clause)
