- The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.501) with Thoratec Corporation, 6035 Stoneridge Drive, Pleasanton, CA 94588, as the only responsible source that can provide an automated laboratory cell block system for cytology specimens. This acquisition is being conducted under the FAR 13.501 test procedures for commercial items. Provisions and clauses in effect through Federal Acquisition Circular 2005-24 are incorporated. National Naval Medical Center Bethesda has a requirement for a cardiac ventricular circulatory assist system. The system shall include the following: blood pumps, two primary consoles, a back-up console, a flow probe, motors, motor brackets, training loop, and a transport platform. The system shall use a magnetically-levitated pump impeller to provide a contact free environment to help minimize blood-related complications. The system shall be able to right-ventricular support a patient for up to 30 days while the patient needs heart assistance. The system shall be capable of delivering high flows up to 9.9 LPM. The system shall be portable to facilitate rapid patient transfer in emergency situations. NNMC Bethesda has a need for The CentriMag System manufactured by Levitronix and distributed by Thoratec Corp. is the only system that meets the minimum requirements. This system is the only cardiac ventricular circulatory assist system that uses a blood pump with a magnetically-levitated pump impeller to provide a contact-free environment to receive clearance in the United States. This technology helps to minimize blood-related complications during the use of the assist device to sustain life as long-term options are considered. This is the only device with this type of pump technology. This device will assist a patient’s heart to function, by acting as the ventricular pumping portion of the heart, until the patient’s heart is able to work on its own or more surgery is needed. Items being purchased in this acquisition: Cardiac Ventricular Circulatory Assist System (1) This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 334510 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable system is provided by Thoratec Corporation.
