- RECOVERY TAS::14 1041::TAS EVER PMIS # 152464American Recovery and Reinvestment Act (ARRA) of 2009 Funded Project THIS INFORMATION IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS AWARD ANNOUNCEMENT IS BEING ISSUED TO INCORPORATE RECOVERY ACT REPORTING INFORMATION FOR CONTRACT AWARD. DESCRIPTION OF WORK: The objective of the project is to reconstruct the failed dams on the East Cape Canal Extension and Homestead Canal with minimum impact on the natural conditions. Currently, the failed Dams allow seawater to cyclically flush into and out of the Park on a daily basis in response to normal fluctuations in tide elevations. The following are the general work elements: 1) Establishment of a Permitted landside staging area in the Florida Keys or elsewhere on the West or East coasts of Florida for the staging, loading and movement of equipment and materials to be used in construction.2) Mobilization of personnel, equipment and materials to the offshore and canal staging areas.3) Limited clearing of vegetation in the immediate Work site areas and trimming of mangrove trees and other vegetation along the canal banks as required accessing the Work sites.4) The removal of two (2) existing failed sheet pile wall dams on the East Cape Canal Extension and Homestead Canals. Existing sheet pile wall dams are to be completely removed or cut off at the bottom of the canal just abovethe mud line and removed from the park.5) The failed dams are to be replaced with plugs of back fill 100 feet in length and contained by either new sheet piling or geotubes at the ends of the plugs. Upstream and downstream areas adjacent to the end plugcontainments are to be protected by a graded rip rap system.6) Downstream and upstream erosion protection using Riprap is proposed for both Dam sites to prevent bank erosion in the areas immediately downstream of the Dam containment system.7) Recreational components will constructed at each dam site to consist of a pile restrained floating dock and landing area for canoes and kayaks. A hardened walking path consisting of a concrete in filled geoweb underlain by geotextile fabric is to be constructed across each fill plug to provide portage for canoeist, kayakers, fisherman and others visiting the area.8) Miscellaneous improvements including channel markers, mooring buoys and other signage are to be constructed for the project.
