- This is a Sources Sought Notice (not a pre-solicitation notice pursuant to FAR Part 5) to identify potential sources that can provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform non-personal services to provide services for a Marketing Program Platform of Trust. This notice is for market research purposes and requests interested sources to provide their companys capability information ONLY. The Center for Health Care Contracting, Fort Sam Houston, Texas, seeks to determine the capability of potential sources to perform MEDCOM Marketing Program Platform of Trust services. This notice is for informational purposes only and does not constitute an Invitation for Bid or Request for Proposal, and is not to be construed as a commitment by the Government. The Government will not reimburse contractors for any cost incurred for their participation in this Sources Sought Notice. This requirement is in the developmental stages and information regarding contract type, period of performance and competition are not yet defined. At this time, the use of North American Industrial Classification System (NAICS) code is 541613 is proposed but not determined; the small business size standard for this NAICS is $7.0 MIL. Responses should contain Company Name, Address, Point of Contact, Cage Code, Phone Number, FAX Number, Size of Business pursuant to NAICS code 541910 (size standard $7,000,000), GSA contract number if applicable, a brief resume of performance of similar services (since January 2007) of the magnitude described above (include contact and phone number of projects listed), a statement as to whether your company is domestic or foreign owned. Large and small businesses are encouraged to participate in answering this notice. In addition to the size of business, indicate all classes of business(es) that fit your firm; i.e. Service Disabled Veteran Owned, Small Disadvantaged, Veteran-Owned, Woman-Owned, etc. Key characteristics and background: customer service program management in healthcare organizations; designing and delivering customer service training sessions; institution of corporate customer service standards and programs. Statement of Need 1. Working from the existing logo, motto, and branding concept--determine, develop, and institute the service standards for Army Medicine's Platform of Trust customer service initiative. 2. Assess the existing service culture within Army medical treatment facilities using a cross-section analysis and samplings of service through the eyes of the patient and other key customer groups (both internal and external). Use the patient experience model and moment of truth model. 3. Develop the program plan consisting of the following: service standards; supervisory and staff training; development of training materials; development of incentives and recognition; proliferation of the logo, motto, and tagline; development of internal personnel support for the initiative; identification of the success metrics; development of exportable training materials and camera ready marketing tools with instructions; outlining strategy and implementation guidelines to external customer groups (e.g. Family Readiness Groups; Pre-Command Courses) as identified by our AMEDD senior leadership. 4. Develop an implementation plan with timelines. 5. Implement the program across the Army medical treatment facilities (MTF) in a layered fashion with localized specificity to the existing culture and traditions of the specific medical treatment facilities. While honoring the existing values, traditions, and customs of each MTF. 6. Measure the success of the program through metrics identified during the development stage. 7. Develop a sustainment and hardwiring plan to include: evaluation standards, awards and incentives, ambassadors, key champions, training plan imbedded in MTFs training, and a long-term marketing and internal and external strategic communication plan.
