Description
Draft Performance Work Statement 1.0 Background and Basic Requirements The Tactical Shelters Office (500 CBSS/GBLE) provides worldwide mobile depot maintenance support to numerous weapon systems that are owned by all USAF Major Commands, all DoD agencies and non DoD agencies such as FAA, NASA and NOAA. This requirement is for engineering services for the use of the Tactical Shelter Program Office. Individual tasks to be placed on this contract will include sustaining engineering tasks, development engineering tasks and maintenance engineering tasks. The Tactical Shelters Office is currently developing advanced composites to replace existing shelters, radomes and towers. We are currently implementing this new technology in our products which requires new technical data creation and analysis. Because our office tracks and performs depot maintenance for shelters, radomes and towers worldwide, baseline configuration and operational support is required for these efforts. This effort will not include field repair and maintenance (reference attached Draft Performance Work Statement). This effort is a Total Small Business Set-aside and restricted to Small Business offerors. 2.0 Specific Requirements The contractor shall have technical expertise in order to fulfill the requirements of this contract. The contractor should have: • Experience/knowledge related to shelter, radome and tower systems • Experience/ knowledge with advanced composites for shelters, radomes and towers to include RF and Electromagnetic Interference • Experience/knowledge related to Configuration Management, OSS&E and Systems Engineering principles and how they relate to shelter, radome and tower systems • Experience/knowledge related to shelter, radome, and tower information systems (e.g., SRMA, JEDMIC, FEDLOG or ETIMS). • Experience/knowledge related to potential design and material solutions for fielded shelters, radomes and towers that have major deficiencies including corrosion control • Experience/knowledge related to Engineering/Technical Data Packages of shelters, radomes and towers • Experience/knowledge with UID process • Experience/knowledge with ANSI standards relating to shelters, radomes and towers The contractor shall use a systems engineering approach in the accomplishment of shelter, radome, and tower system design, engineering, development and manufacturing efforts; which in turn shall ensure that mission objectives and weapon system requirements relating to individual Task Orders are met. Tasks may require interaction outside of the Shelter's office such as other contractors and on-base maintenance activities, other organizations and agencies. Individual Task Orders may require the contractor to perform tasks in the following areas: a. Systems Engineering support b. Analytical engineering c. System integration d. Independent engineering tests and validation e. Development of engineering concepts f. Reliability and maintainability analyses g. Environmental impact studies h. Process improvement i. Development/qualification of new or obsolete items j. New design/reverse engineering. k. Design packages l. Field Support m. Create/update Specifications n. Create/update Technical Orders, manuals, drawings o. Technical Data Research p. Support for conferences and Technical Interchange Each tasking will require deliverables. The basic period of performance for issuing new task orders against the PWS shall be for 1 year following award. What is your experience in providing the capability to accomplish the objectives/requirements listed above (section 2.0 Specific Requirements)? Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual points of contact (Contracting Officers or Program Managers). 2. Discuss any documents or data you will require to complete the objectives listed above and briefly explain their purpose. 3. What are the top five risks you see in accomplishing this effort? 4. Are there any other relevant topics, concerns, and information that will help the Government in forming an acquisition strategy? 5.0 Potential Offeror Capability Briefings: A focused capabilities briefing may be required. The Government will contact you should it be determined that a capabilities briefing is needed. 6.0 Response Procedures: The Government is looking for contractors interested in satisfying this requirement at the prime contractor level. Any contractors responding to this RFI who are interested in subcontracting opportunities should note as such in their response. Companies responding to this market research are advised their response does not ensure participation in future solicitations or contract awards. The Government will not reimburse any company or individual for any expense associated with preparation or participation in this research.
