- Description
- This pre-solicitation notice is hereby issued in accordance with the requirements of the Federal Acquisition Regulation (FAR) Subpart 5.704. The National Institute of Standards and Technology (NIST)/Center for Neutron Research (NCNR) owns and operates a heavy water-moderated nuclear test reactor and associated neutron beam research facility. The NCNR’s reactor is licensed with the Nuclear Regulatory Commission (NRC) under the name National Bureau of Standards Reactor (NBSR). Spent irradiated fuel assemblies and regulating rods from the reactor are stored in the NBSR pool prior to disposal. The pool consists of a fuel loading area, transfer canal and storage area. NIST has a requirement to remove the existing coating and install a polymer-type coating to the pool. This coating application is not a normal application to protect the substrate material from corrosion or for decontamination purposes. This coating application is a water barrier to make the pool water tight. Delivery terms shall be FOB DESTINATION. The period of performance shall be stated in the request for quotation. The NAICS code for this requirement is 561990 with a small business size standard of $6.5M dollars. This requirement is being procured using full & open competition. This requirement is not set-aside for small business. Simplified Acquisition Procedures shall be utilized under the authority of FAR 13.5 Test Program for Certain Commercial Items. The competitive Request for Quotation (RFQ), amendments, and all questions and answers related to this procurement shall be made available via the Internet at HTTP://WWW.FEDBIZOPPS.GOV under RFQ number SB1341-10-RQ-0313. Potential offerors will be responsible for obtaining this solicitation and related Amendments, if any, from www.fbo.gov after the solicitation has been posted. It is, and will continue to be, the responsibility of each potential Offeror to monitor www.fbo.gov for any amendments or other information related to the solicitation. The Government will not be maintaining a mailing list. A SITE VISIT will be conducted for this requirement. Details of the site visit shall be included in the RFQ. Any communications regarding this acquisition must be made in writing and forwarded via email to carol.wood@nist.gov, and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number. Offerors shall be actively registered in the Central Contractor Registration website at www.ccr.gov, in order to be eligible to receive a contract under this acquisition. NIST anticipates posting the solicitation approximately ten (10) days after the date of publication of this notice.
