- This is a Sources Sought Synopsis for underwater communications, navigation, and homing device. There is no solicitation available at this time. This Sources Sought Synopsis is published for market research purposes only, and in no way obligates the Government in an award of any contract. Any information submitted in response to this synopsis is strictly voluntary. The Government will not pay for any information submitted in response to this request. The United States Special Operations Command (USSOCOM) and Joint Services Community are seeking commercial technology solutions to requirements associated with clandestine underwater communications and navigation. The desired capabilities for an underwater communications device are as follows: • Lightweight, waterproof, survive and operate in battlefield environments • Provide digital acoustic signal through water communications • Have a low noise output that can blend with ambient noise levels from beach to harbor environments • Have an underwater range of up to 500 yards depending on the environment • Provide an on demand homing signal • Be able to allow communication between up to six swim pairs of divers and a host platform • 3D underwater compass for depth and direction • Have a minimum 12 hours active use between charges • Be small enough to be wrist worn, compact, and not interfere with combat swimmer activities • Allow for software upgrades as they are developed • Achieved a Technology Readiness Level (TRL) of 7 or higher The technology will be used by swim teams operating at night. The focus will be on technologies that provide clear communications, accurate navigation and homing, and allow swimmers the maximum team situational awareness at the desired ranges. Sources having the capability to provide technologies addressing any or all of these requirements are invited to submit white papers (6-10 pages maximum); white papers need to include sufficient technical information for a review panel to assess the scientific validity of the submitted technology (e.g., system technology, sub-component technologies, system dimensions, information display, weight, power, environmental tolerances to temp, water, vibration, EMI). Please provide any test data or certifications the system has obtained and identify any current commercial or military use of the system. Responses should include a cost estimate rough order of magnitude per system. Documents shall be provided in electronic form (Microsoft WORD, EXCEL, or PowerPoint) to Sandra Smith, 813-826-7335, via email smiths1@socom.mil, no later than 21 May 2010; include Sources Sought title in the subject line of all email correspondence. Company information should include qualifications and experience in work of this nature, point of contact, business size to include, if a small business, whether veteran-owned, service-disabled veteran-owned, HUBZone, disadvantaged, and/or women-owned.
