- Description
- The purpose of this RFI is to conduct market research which will be used to formulate an acquisition strategy to support Operation and Maintenance Services (COMS) for aviation and ground training ranges aboard Marine Corps Base (MCB), Quantico, VA. The Regional Contracting Office, National Capital Region (RCO-NCR) is requesting responses from qualified businesses. The qualifying code for this effort is 541990. RTAM, TECOM, is the executive agent and resource sponsor for aviation and ground range and training area management programs, and the proponent for all range safety matters for the Marine Corps. One of their many functions is providing maintenance of aviation and ground training ranges for the base. In addition, services may be expanded to include air and ground training ranges throughout the Marine Corps (CONUS and O'CONUS). Objectives for this support include, but are not limited to: (1) Provide operation of range training equipment to include; computer controlled, electromechanical and pneumatic targets, both moving and stationary that simulate enemy vehicles and dismounted infantry and Battle Effects Simulators (BES) that produce pyrotechnic effects, visual signatures, sound effects and simulated gunfire; also includes limited scenario input to the target control devices (2) Provide all levels of maintenance; organizational, intermediate, and depot; preventative and corrective including issue and warehouse functions for items listed above; (3) Provide operation and maintenance of Military Operations in Urban Terrain (MOUT) training facilities. Functions include; emplacement and recovery of atmospherics, targets, BES, and maintenance of self-contained training structures, and (4) Operation and maintenance of After Action Review (AAR) equipment including cameras, computers and playback devices. Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response must contain: (1) capability statement sufficient to demonstrate performance acumen directly related to the objectives listed above; (2) Link to the respondent's General Services Administration (GSA) schedule, or attached file of same, if applicable; (3) Citation of any current or past customers (i.e., within the past two (2) years) to include contract number, point of contact telephone number or e-mail address; and (5) other material relevant to establishing core competencies of the firm.
