- Description
- The Federal Highway Administration (FHWA) has a requirement for a contract to: (1) evaluate the operational and safety impacts of converting an existing diamond interchange into a double crossover diamond interchange (DCD) through before and after study, and (2) investigate how accurately the field observed traffic conditions at the DCD sites can be replicated in microscopic simulation in VISSIM. DEFINITION In this statement of work, before period is the time frame of at least one month prior to the start of construction or major preparation work at a DCD site that results in changes to the traffic pattern; transition period is the time frame between 0 to 3 months after a DCD has been fully open to traffic; and after period is the time frame after a DCD has been fully open to traffic for 3 months. Note: Fully open to traffic means all types of construction equipment are removed, all traffic signs and pavement markings are in place, and there are no signs of work zone. This requirement is full and open competition pursuant to NAICS code 541712 with a size standard of 500 employees. The solicitation, all related documents and amendments, if any, will only be released and available electronically through the FedBizOpps posting system at http://www.Fedbizopps.gov under the Vendors option followed by selection of the Department of Transportation (DOT) center. As such, no written, telephonic, facsimile or email requests for the solicitation package will be honored. Since this solicitation will only be available electronically, it is solely the responsibility of interested parties to monitor the FedBizOpps website for any solicitation amendments.
