- RECOVERY – THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY WAS ONLY MADE AVAILABLE TO INFORMATION SYSTEMS CONSULTING GROUP (INSYSCO) FOR REASONS DESCRIBED BELOW. In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Reinvestment Act of 2009 (ARRA), Pub.L. 111-5, the Internal Revenue Service (IRS) posts this notice of intent to issue a modification to an existing, competitively awarded task order. Task Order 0006 was awarded to a women-owned small business after the requirement was competed using fair opportunity provisions outlined in FAR Part 16. Task Order 0006 was awarded under an existing Total Information Processing Support Services-3 (TIPSS-3) Indefinite Delivery – Indefinite Quantity (IDIQ) contract (TIRNO-06-D-00024). The modification was executed as a fixed-price action. The IRS Financial Management Information System (FMIS) is a set of production applications/activities that provides the data necessary to support and prepare the revenue and refund portion of the IRS custodial financial statement. FMIS provides transaction detail reports and audit trails for all fiscal year cash receipts from Individual Master File (IMF), Business Master File (BMF), and Automated Non-Master File (ANMF) files. These include Integrated Submission and Remittance Processing (ISRP) deposits, Lockbox deposits, Manual Integrated Data Retrieval System (IDRS) deposits, Remittance Adjustments or Reversals and Electronic Federal Tax Payment deposits. In addition the FMIS system captures all revenue reclassification amounts from the master files, all refunds, refund reversals, all assessment and abatement adjustment transactions, and all returns. This opportunity provides software development, testing, configuration management and project management support to the FMIS program. The FMIS program is being expanded in response to legislative initiatives resulting from the enactment of ARRA. ARRA initiatives related to Bond Rebates, Housing Credit, Health Care coverage provisions of the Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA) and Making Work Pay expand the information that FMIS must capture.
