Description
This is a formal synopsis IAW FAR part 5 for the procurement of A-10 A/C DFQID Software Enhancements. The Government is experiencing several problems with the Digital Fuel Quantity Intermediate Device (DFQID) system of the A-10 Weapons System. Some of the problems include lack of adequate response time with any and all refueling activities and having off-scale system reporting to the fuel indicator that is located in the cockpit. The purpose of this effort is to rectify those issues The Contractor shall use a Government or A-10 SPO approved software engineering process to develop and test software items as required for this modification. The Contractor shall upgrade required software items, identified by nomenclature similar to A-10 standard Computer Program Identification Numbers (CPINs), to ensure integration and functionality of multiple releases of software, and to maintain configuration control. The Contractor shall manage and perform design, code and test of the software, in accordance with an approved Software Development Plan (SDP). The Contractor shall update the Software Design Documents, Software Product Specifications, and Version Description Document for all affected OFPs. Develop technical solutions to the following specific software requests: Software enhancements that will prevent the DFQID from reporting off scale during calibration. The ability to do unequal light testing from a push-button source on the FQID. Software enhancements that will improve computational response time such that stable and provide accurate measurements. The modifications should limit indicator lag and overshoot in a rapid refueling environment. The addition of a confirmation prompt before the empty or full calibration is performed. Modify to the conditions under which the "Comp Bad" warning is displayed. The Contractor shall provide engineering support to Operational Assessment (OA) flight test activities and review boards. Planning and execution of the flight test will be performed by the Government. Engineering support shall include technical support at the flight test location, disposition of any deficiencies found during the flight test and assist maintenance and operations personnel with any troubleshooting activities, as well as any meetings to review plans or technical data related to the modification and flight test. The Contractor shall correct and document source data errors (Hardware, Software, and input/output) discovered during the OA. The Contractor shall supply the necessary hardware, to include spares, and support the installation of the modification on aircraft selected by the Government for the purposes of flight testing. This should include five (5) upgraded DFQIDs. The Contractor shall, during the flight test, furnish any items required to support validation/verification of upgrade installation. The Contractor shall deliver a final report documenting OA development and test. All specifications, drawings, and other technical data generated under the OA shall be provided with the final report. The final report shall also include conclusions and recommendations for transitioning modification to the aircraft baseline as well as identifying which baseline drawings and technical orders (T.O.s) need to be updated. The Contractor shall develop and deliver an upgrade installation kit to government users capable of performing upgrade on or off aircraft. Two hundred forty-four (244) placards to adhere to DFQID units to indicate upgrade completion/new National Stock Number (NSN). Thirty-five (35) Upgrade Installation Serial Cables. PC based software upgrade installation application. Integrate and kit any items required for installation prior to disbursement to field. The Contractor shall develop and deliver upgrade familiarization for government users to facilitate field and depot level upgrade installation/implementation. Date and location of familiarization TBD by government. Electronic procedure will be used for this solicitation. Anticipated Duration of the Contract Period: Through 30 June 2011 All Responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Based upon market research, the Government is not using policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested parties may identify to the contracting officer their interest and capabilities to satisfy the Government's requirement with a commercial item within 15 days of this notice. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number or sources under the Authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
