Description
RFI includes Notes to Suppliers, Scope of Work, Activity Schedule, Evaluation Criteria, USPS MPFS Specifications Sections 15995, 16995 and 18100. The purpose of the RFI is to determine supplier capabilities and interest to participate in building/system commissioning services, with required deliverables, ensuring maximum system operation effectiveness and efficiencies for the Postal Service nationwide. The United States Postal Service (USPS) seeks Suppliers capable of providing Commissioning Services on a continuing basis for medium sized and large sized (approx. 25,000 SF to 800,000 SF) USPS facilities. USPS is committed to commissioning their facilities to systematically optimize the building and ancillary systems in accordance with the Owner’s Project Requirements. Commissioning shall be performed on a sampling basis for like or similar systems pursuant to USPS requirements. If a systemic problem is discovered during the commissioning process, the commissioning supplier shall report the matter to the designated USPS and A/E representative immediately. USPS may require other mission critical systems to be commissioned including but not limited to: switchgear, sprinkler system water pumps, sewage ejector pumps, etc. USPS specifications 15995, 16995 and 18100 “General Commissioning Requirements” shall be utilized to develop the Commissioning Plan and associated Test Procedures. The typical systems commissioned may include the following: 1. Air-Conditioning systems 2. Heating systems 3. Compressed air systems 4. Air handling systems 5. Energy recovery systems 6. Building controls systems (Building Automation Systems and Enterprise Energy Management Systems) 7. Advanced metering systems (electrical, water, gas, and other applicable utilities) 8. Life safety system including fire alarm system, standpipe and sprinkler systems, fire pump and controller, and all piping and ancillary hardware. 9. Electrical systems consisting of medium voltage switchgear and unit substations, distribution, commissioning system and controls and connections to equipment. 10. Emergency power supply systems.
