Description
PER FAR 5.7 THIS NOTICE IS PROVIDED FOR INFORMATINAL PURPOSES ONLY. The U.S. Army Corps of Engineers (USACE) Mobile District has a requirement to upgrade the Walter F. George Lock and Dam Spillway Gate Controls. Walter F. George Lock and Dam are currently expanding the plant Supervisory Control and Data Acquisition (SCADA) systems to encompass the spillway gates. The system currently in place is the SCADA system that was supplied by Scipar, Inc. Due to the uniqueness of the functions performed by the custom applications and their interdependence with the hardware, installation of another system and program changes and additions to the existing SCADA system would limit the functionality of the installed system. Changes made by another vendor would interfere with the operability of the existing SCADA functions, and would negatively affect powerhouse operations. The Government intends to solicit and negotiate with only one source, Scipar Inc, 26 West Spring St, NY 14221, under authority of FAR 6.302. The contract to install the Supervisory Control and Data Acquisition systems at Walter F George was originally competed and awarded to Scipar Inc., who installed some custom applications and software that are proprietary and licensed for USACE use only. Therefore, Scipar Inc. is the only source capable of modifying the existing applications and software to expand the system capabilities to remotely control the Walter F. George spillway gates. It is anticipated that a fixed Price contract will be awarded. The (NAICS) code is 541519 and size standard is $25.0 Mil. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. All responses received within 15 calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
