- DOT Industrial Package Type 1 (IP-1), Soft Sided Package for packaging of Low Level waste soil PART 1 1.01 GENERAL This specification describes the requirements for Department of Transportation (DOT) Industrial Package Type 1 (IP-1) rated soft side packages in accordance with 49CFR 173.410 and 49CFR 173.411. The packages shall be used to package low-level radioactive waste under 49 CFR to be shipped from the Tonopah Test Range (TTR) to the Nevada Test Site (NTS) for disposal at the Area 5 Radioactive Waste Management Site (RWMS). 1.02 ORDERING INFORMATION The Contractor's Subcontract Administrator (SA) shall specify if Source Inspection is required on the Subcontract. 1.03 REFERENCES A. Title 49 Code of Federal Regulations (CFR), Transportation, Part 173 Subparts B and I. 1.04 SUBMITTALS A. Product Information Subcontractor shall provide product specification which clearly identifies load and volume capacity, tare weight, certifications, liners, materials of construction, sunlight/UV resistance, loading and handling procedures, security seals, and safety procedures. B. Drawings Subcontractor shall provide product drawings which clearly identify dimensions of soft-sided package, liners, security seal system, and loading/lifting apparatus. C. Testing and Certifications Subcontractor shall provide the following: • Certificate of Conformance stating that product meets DOT IP Type 1 package specifications in accordance with 49CFR 173.410 and 49CFR 173.411, and • Documentation / certification that packaging and lifting apparatus have been tested and certified to meet DOE-STD-1090 hoisting and rigging standards. D. Inspections If Source Inspection was specified on the Subcontract, then the Subcontractor shall provide a copy of the Contractor's Source Inspection Report with the delivery of the container(s). E. Reorder/Restocking of Product Subcontractor shall provide the following information: • Reorder o Should Contractor require additional 50-100 soft-sided packages following the initial procurement, Subcontractor shall provide pricing and availability/delivery for immediate delivery (within 5 business days). • Restocking o Should Contractor use less soft-sided packages than the initial procurement, Subcontractor shall provide pricing for restocking of unused packages. 1.05 QUALITY ASSURANCE (QA) A. Qualifications Subcontractor shall be qualified as approved vendor on the Navarro Nevada Environmental Services (NNES) approved vendor's list. If subcontractor is not currently on the NNES approved vendor's list, then subcontractor shall provide a copy of their Quality Assurance Plan and documentation of recent audits/assessments of manufacturer's facility. An on-site assessment of contractor's facility and/or source inspection may be required prior to or following award of subcontract. B. Substitutions No substitutions are authorized. Should the Subcontractor be unable to meet the specifications exactly as written and in compliance with the referenced specifications, codes, and drawings, the Subcontractor shall notify the Contractor's Subcontract Administrator prior to processing the Subcontract. C. Certifications Subcontractor's Quality Assurance Manager or designee shall stipulate in writing the container(s) meets all requirements of a DOT Type IP-1 container per 49CFR173.410 And 49CFR 173.411. D. Rights of Access The Contractor shall have rights of access to the Subcontractor's facility and records for inspection or audit by the Contractor or their designated representatives. This shall include, but not be limited to, the right to observe or audit tests, inspections, manufacturing processes and quality records to the extent the Contractor deems necessary to assure that work is being performed in accordance with all product design and manufacturing requirements. 1.06 SOURCE QUALITY CONTROL A. Subcontractor Tests and/or Inspections Refer to section 1.05. B. Contractor Source Inspections and/or Surveillance Subcontractor shall contact the Contractor's Subcontract Administrator upon receipt (of the Subcontract) to schedule the source inspection. Source inspection (if required) shall be performed in accordance with section 3.02. If travel outside Nevada is required, the Subcontractor shall notify the Contractor Subcontract Administrator at least 10 calendar days in advance. If travel is within Nevada, notification shall be within 7 calendar days. Subcontractor shall not ship items without completion of source inspection and release by Contractor Source Inspector. 1.07 SUBCONTRACTOR DELIVERY, STORAGE, AND HANDLING A. Storage Storage shall be controlled to prevent damage or loss and to minimize deterioration. Temperature control is not required. B. Delivery Delivery of items shall be in accordance with the Subcontract instructions. C. Handling N/A 1.08 PACKAGING The materials shall be packaged for shipment in accordance with the National Motor Freight Classification publication (latest revision) to insure carrier acceptance and safe delivery to the destination. 1.09 MARKING REQUIREMENTS A. Original Container Markings Each container shall be legibly and durably marked on the outside in letters at least ½" tall on one side with the following information: a. Maximum Gross Weight Rating* (kgs or lbs). b. Tare Weight* (kgs or lbs). c. Maximum Permissible Payload* (kgs or lbs). d. Unique Serial Number. * or equivalent term B. Additional Package/Container Markings 1. Each Container shall be legibly and permanently marked on the outside in letters at least 1" high on two sides with the following information: e. Contractor's Subcontract Number ("Subcontract # xx-xxxxxx") f. "TYPE IP-1" g. "USA" 1.10 TRAINING REQUIREMENTS N/A 1.11 EXTRA MATERIALS, SPARE OR REPLACEMENT PARTS A. Spare Parts N/A B. Replacement Parts N/A PART 2 PRODUCTS 2.01 A. DESCRIPTION OF ITEM (NNES REQUIREMENTS) The Soft-Sided Package(s) must meet the following requirements: 1. The container shall have the following capacity: • minimum 5 cubic yard volume • Minimum 15,000 lb capacity 2. The container shall have markings as described in section 1.09 marked on the exterior of each package. 3. The container shall be constructed with lifting straps or other means for loading/handling. 4. The container shall be designed to be sift-proof, and have positive closures to ensure that the contents will be contained under conditions normal to handling and transport. 5. The container lifting apparatus (e.g., lifting eyes, rings, straps, etc.) shall be designed with a minimum safety factor of 5:1. 6. The container shall be equipped with a device for installation of a security seal or tamper-indicating device. 7. The container shall: a. NOT have distortion (twisting, stretching, bowing, bending, etc.) great enough to preclude proper engagement of the lifting and handling equipment, or mounting and securing the container to a chassis or other vehicle. b. NOT have any missing or broken lifting straps. c. NOT have any broken or torn seams or components, tears, gaps or punctures. 2.02 MATERIALS Subcontractor to specify materials of construction. Material shall meet requirements and be compatible for packaging of low level radioactive waste. 2.03 FABRICATION A. Shop Assembly Manufacturer's standard and in accordance with this Specification. B. Fabrication Tolerances Manufacturer's standard 2.04 FINISHES Manufacturer's standard. PART 3 EXECUTION 3.01 NNES HANDLING AND STORAGE A. Handling N/A B. Storage Storage shall be controlled to prevent damage or loss and to minimize deterioration. Temperature control is not required. 3.02 NNES SOURCE INSPECTION CRITERIA A. Source Inspection Direction The source inspector shall document verification of attributes listed in 3.02(B, C, and D) below on suitable forms and supply a copy of the completed forms to the Subcontractor as authorization to ship. The Subcontractor shall furnish a copy of the source inspection document with shipment so that receipt inspection can verify that source inspection was accomplished. Source inspection shall verify and document, at a minimum that the following are in accordance with the requirements of this specification: B. Capacity 1. Minimum 5 cubic yard volume. 2. Minimum 15,000 weight capacity. C. Markings 1. The container(s) shall be legibly and durably marked on the outside in letters at least ½" tall on one side with the following information: a. Maximum Gross Weight Rating* (kgs or lbs). b. Tare Weight* (kgs or lbs). c. Maximum Permissible Payload* (kgs or lbs). d. Unique Serial Number. *or equivalent term 2. The container(s) shall be legibly and permanently marked on the outside of of each package in letters at least 1" high on two sides with the following information: a. Contractor's Subcontract Number ("Subcontract # xx-xxxxxx") b. "TYPE IP-1" c. "USA" D. Visual Inspection 1. All materials including seams shall be complete, intact and not be torn, damaged or deformed. 2. The container lifting apparatus (e.g., lifting eyes, rings, straps, etc.) shall be designed and certified with a minimum safety factor of 5:1. 3. The package shall be equipped with a device for installation of a security seal or tamper-indicating device. 4. The container shall: a. NOT have distortion (twisting, stretching, bowing, bending, etc.) great enough to preclude proper engagement of the lifting and handling equipment, or mounting and securing the container to a chassis or other vehicle. b. NOT have any missing or broken lifting straps. c. NOT have any broken or torn seams or components, tears, gaps or punctures. 3.03 NNES RECEIVING/INSPECTION CRITERIA A. Documentation If source inspection was specified on the Subcontract, verify the subcontractor provided the completed Source Inspection Documentation. B. Inspection If the Subcontract required source inspection at the Subcontractor's facility, then only inspection attributes 1 and 2 are required; otherwise all inspection attributes listed are required. If at any time, the container condition or integrity is in question, notify the WCO. 1. Verify that the container was not damaged during shipment. 2. Vendor has provided original signed Certificate of Conformance stipulating container(s) meets the requirements of an DOT IP-1 container per 49CFR 173.410 and 49CFR 173.411. 3. The container(s) shall be legibly and durably marked on the outside in letters at least ½" tall on one side with the following information: a. Maximum Gross Weight Rating* (kgs or lbs). b. Tare Weight* (kgs or lbs). c. Maximum Permissible Payload* (kgs or lbs). d. Unique Serial Number. *or equivalent term 4. The container(s) shall be legibly and permanently marked on the outside of of each package in letters at least 1" high on two sides with the following information: a. Contractor's Subcontract Number ("Subcontract # xx-xxxxxx") b. "TYPE IP-1" c. "USA" 5. All materials including seams shall be complete, intact and not be torn, damaged or deformed. 6.
