Description
THIS IS NOT A SOLICITATION. THIS IS NOT A REQUEST FOR PROPOSAL (RFP), INVITATION FOR BID (IFB), REQUEST FOR QUOTES (RFQ), OR AN ANNOUNCEMENT OF A SOLICITATION AND DOES NOT ASSUME THE GOVERNMENT WILL AWARD A CONTRACT OR PROCEED WITH ANY OF THE ABOVE SOLICITATIONS IN THE NEAR FUTURE. THIS NOTICE IS ONLY FOR MARKET RESEARCH PURPOSES. This is a sources sought notice to determine the availability of potential small businesses (e.g., 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women-owned small business) that can provide on-going data that will provide detailed information on physician behavior regarding the purchase, implementation, and adoption of electronic health records (EHRs), including key functionalities. This information must be available on at least a quarterly basis and should be data already collected and not constitute a new information collection as defined under the Paperwork Reduction Act (P.L. 96-511). The Office of the National Coordinator (ONC) requires periodic, routinely collected information on evidence of provider use of EHRs and their underlying functionalities to help measure the progress towards program goals. This information will complement other ONC data collection efforts such as national surveys on hospital and ambulatory care physician adoption and information reported by grantees and collected by contractors tasked with evaluation of key grant programs. Together, this information will help ONC monitor the effectiveness of federal programs and grants relating to health information technology and inform key policy decisions. Core tasks of this effort would include: 1) conducting an on-going and existing nationwide survey of health care providers to assess their adoption and use of electronic health records that provides reliable, statistically valid; 2) analyzing data and providing detailed tables reporting on the number and type of providers, by medical specialty, and characterizing the level of EHR adoption and use of key functionalities; 3) providing detailed analyses on at least a quarterly basis describing the data by the following geographic breakdowns: state, metropolitan area, county, and zip code, and identifying an areas where accurate estimates of exchange could not be made. This data must be provided starting in September 2010 and continuing through December 2014. The minimum contractor requirements are: 1) Demonstrate the capacity, capability, and relevant experience in conducting on-going nationwide survey (all 50 states) that describes provider use of EHRs and their key functionalities. 2) Demonstrate the capacity and capability to produce data dictionaries for the files containing results of their on-going surveys. 3) Demonstrate capability to produce reports from existing analytic files by geographic breakdowns of state, metropolitan area, county, and zip code, documenting use of EHRs, which may consist of administrative transactions such as e-prescribing. To demonstrate this capacity, the contractor should provide reports for the following sample geographic areas: a) the state of Indiana b) the primary metropolitan statistical area (PMSA) of Washington, DC c) Orange County, CA d) the zip code 70112 4) Demonstrate the corporate and staff capability and experience in collecting relevant data and producing the analyses listed above. As evidence of this capability the contractor must provide the following: a) a history of the data collection effort documenting that the data collected is comparable over time to allow for tracking of trends and documenting the offeror’s experience producing timely results, on a quarterly basis, and ability to do so through December 2014 b) a description of steps taken to ensure that the survey results produce reliable nationwide estimates of adoption, and estimates by geographic breakdowns specified above c) a description of verification procedures taken to ensure the accuracy of survey responses Interested parties having the capabilities necessary to perform the stated requirements may submit capability statements via email to pscaquistions@psc.hhs.gov; Attention: Anthony Foster. CAPABILITY STATEMENTS MUST DEMONSTRATE THE MINIMUM REQUIREMENTS OUTLINED ABOVE, INCLUDING ANY TEAMING ARRANGEMENTS AND SHOULD NOT EXCEED 30 PAGES. Capability statements must also include the following information: Company name, address, DUNS, Point of Contact, Phone and Email address of individuals who can verify the demonstrated capabilities identified in the responses, and business size and status (e.g., small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUB Zone small business, small disadvantaged business, and women owned small business). Teaming Arrangements are encouraged. All teaming arrangements shall also include the above-cited information and certifications for each entity on the proposed team. Responses are requested by 1:00 pm EST May 17, 2010. Capability statements will not be accepted after the due date.
