Description
RECOVERY - PER FAR 5.7 THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY; THEREFORE FAR 5.203 DOES NOT APPLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTOR(S) UNDER THE CURRENT CONTRACT NUMBER(S): W912PL-05-D-0013-000702 The contractor shall prepare documentation and coordinate meetings with the California Coastal Commission (CCC) and the Regional Water Quality Control Board (RWQCB) Central Coast Region. The Contractor shall perform the following: a. Environmental Documentation Completeness: The Contractor shall provide assistance and complete the development and composition of the CCC federal Coastal Consistency Determination (CCD), the RWQCB CWA 401 water quality certification, and the RWQCB NPDES permit. b. Response to Comments: The Contractor shall provide assistance in responding to questions and requests for additional information received by the Corps sent by resource agencies with regard to the CCD. It is assumed these requests only will require clarification using information that is readily available and will not require new detailed baseline studies (e.g., focused biological studies) to be conducted. c.Additional Meetings: The Contractor shall be available for a total of six (6) meetings. The Contractor will be available for up to three (3) in-progress coordination meetings via telephone with project members at the LAD, CCSD, and possibly the resource agencies on biological and related issues. Meetings will be conducted at the Chambers Group Santa Ana office or at the LAD office. Meetings are assumed to take up to three hours each. Meeting notes will be provided for each meeting. The Contractor also will be available for up to two (2) in-person meetings with the Corps and the resource agencies, which could include National Marine Fisheries Service, U.S. Fish and Wildlife Service, Corps of Engineers Regulatory, California Department of Fish and Game and the California Regional Water Quality Control Board, Central Coast Region to assist the LAD in negotiating study related issues or to assist in resolving any issue raised by the resource agencies. Meetings are assumed to take up to six (6) hours each. Meeting notes will be provided for each meeting. The Contractor shall be available for one (1) public meeting in front of the California Coastal Commission. Up to two (2) technical Chambers Group staff will be available to attend this meeting. It is assumed this meeting will likely occur in Ventura, but the location may change and the meeting may require up to twelve (12) hours in one day. d.Monitoring: The Contractor shall provide a biological monitor familiar with the project and potential sensitive species present during all project construction related activities involving construction vehicles and equipment on the beach. The biological monitor shall be knowledgeable of the biological requirements identified in any resource agency permits or agreements for this project. It is assumed a biological monitor is required for up to ten (10) days of initial construction activities and an additional four (4) days may be required for project removal. This assumes one eight hour day of travel for each week of monitoring. e.Access Ramp Assessment: The Contractor will assess the access ramp before and after use of heavy equipment for the geotechnical investigation and make recommendations in which repair, if any, would take place from Shamel County Park and not from the beach.
