- This synopsis represents market research and is the Governments attempt to expand the vendor base of items currently restricted to one source. TACOM-Rock Island is soliciting information from the industry. Your participation in this market research is voluntary and at no cost to the Government. These are the Nitrogen Intensifier and two Oil Transfer Systems for the M198, M177, and M119 Howitzers. NAICS code is 333913. The following requirements must be met: General Descriptions: The Nitrogen Intensifier is used to assist the military in filling recoil mechanisms, equilibrators, or other nitrogen-filled vessels. It is designed to utilize and intensify all but 150 psi of nitrogen from a supply bottle. It accepts nitrogen from a supply source, intensifies the nitrogen by means of a hydraulic pump and electric motor, and then forces the intensified nitrogen into an accepting vessel of the recoil or equilibrator. The Nitrogen Intensifier shuts down when 150 psi or less is left in the supply bottle, or at a customer-desired upper level pressure. Specifications: Ambient temperature not to exceed 110 degree F or be less than 5 deg F during operation. Maximum pressure is not to exceed 2500 PSI. Minimal electrical service is to be single phase 115 VAC, 60 Hz, 20 Amps. Low end pressure switch is 150 PSI +/- 50 PSI. High-end pressure switch 1850 PSI +/- 50 PSI. Mystik Oil Aw/Al hydraulic oil 100, Oil temp not to exceed 150 degrees F. Unit to be set flat and stationary during operation. The Nitrogen Intensifier should include quick disconnects for all hoses and fittings, a 15 foot nitrogen hose, inlet connection inch female quick connect, outlet NPT male quick disconnect, with a hand-held ON/OFF pendant switch, built-in pressure gage. Pressure relief valve set 2100 PSI +/- 50 PSI. Approximate weight 170 lbs. +/- 5 lbs. Approximate size is 20 feet W X 231/2 inches D X 15 inches H. The system must be portable and run on electricity. The Oil Transfer System, for use on the M777A2 Howitzer and the M119A2 Howitzer, is for use as alternatives to the M3 Oil pump. It provides.59 GPM of oil flow for ease in filling reservoirs, recoil mechanisms, buffers and replenishers. It will self-purge the systems and lines of air, prior to pumping oil, and to accept oil from pressurized systems through the same lines from which they discharge. Oil must flow in either direction through a high-pressure filter, from a pressurized system or to a pressurized system or reservoir. The following information is solicited from industry: 1.Do you have a commercial item with or without minor modification that meets the stated requirements? If yes, please provide a description of the item(s), delivery time, and estimated cost. Describe any modifications required. Provide product data sheets. 2.Do you have the experience/capability to modify a commercial Nitrogen Intensifier/ Oil Transfer System into the Governments requirements? Please identify your experience/capability, delivery time, and estimated modification cost. 3.What are the customary industry practices regarding warranty, buyer financing, discounts, distribution, support, repair, maintenance, packaging and marking? 4.What are the customary practices regarding product testing? What tests are performed and how often? 5.Are there any laws/regulations unique to the item(s) being acquired? 6.What is your practice regarding the use of recovered materials, promoting energy conservation and efficiency? 7.Does the general description contain any requirements that you consider to be overly restrictive or that may inhibit effective competition? 8.What is your small business size status? 9.Do you have the ability to provide one or all of the items? 10.How long have you been producing this item? 11.Do you have a list of companies currently using the product(s)? 12.Do you have a list of companies currently using the product(s) in the kinds of environments in which the DoD uses it/them? 13.What are the minimum order quantities? This synopsis does not constitute a commitment by the Government to place a contract with anyone who submits the requested information on these items. Nor does it constitute authorization to begin work or incur costs against this announcement. In accordance with FAR Clause 52.215-3, (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.
