Description
This notice is for Solicitation No. VA-243-10-RA-0337 - Project No. 620-08-101, Replace Steam Lines, Phase 2 at the Montrose Campus of the VA New York Hudson Valley Healthcare System, Route 9A, Montrose NY 10548. This shall be a Service Disabled Veteran Owned Small Business Set-Aside (SDVOSB). As a result, only SDVOSB's may submit a bid, which will be considered by the agency. This project is classified under NAICS Code 238220, and has a size standard of $14.0 Million. The cost estimate range for this project is $5,000,000.00 to $10,000,000.00. The work for this requirement consists of, but is not limited to: The contractor will furnish all materials, equipment, supervision, and personnel necessary to accomplish the project as indicated on the drawings and in the specifications. The project will involve, but not be limited to, trades required for: All work shall be performed in three steps: 1.Step one - bypass pipe bridge with thermal weather enclosure; a.Install new valved branch piping connections in existing steam mains in connecting corridor by building 12 and East End of building 15; b.Install new valved branch piping connections in existing condensate main in connecting corridor by building 12; c.Install all of the pipe bridge piping as called on drawing including all required valves, drip traps, expansion joints, anchors, etc.; d.Pipe bridge piping services shall include high pressure steam, low pressure pumped condensate, high pressure drip trap condensate, freeze protection circulating loop; e.Install wireless steam trap monitoring hardware at each drip trap as show on drawings; f.Install new condensate handling equipment in buildings 12, 13, and 14 as shown on drawings. Equipment shall consist of a flash tank and duplex condensate pump. Building 15 shall be equipped with two duplex condensate pumps; g.Install new valved branch piping connections in existing medium pressure condensate lines, downstream of steam traps serving domestic water heaters in buildings 13, 14, and 15 as shown on drawings. Re-rout condensate flow back to new flash tank in each building; h.Install new valved branch piping connections in low pressure main steam condensate lines in each building. Re-route condensate flow back to new flash tank in each building; i.Pipe all high, medium, and low pressure condensate lines in each building to its respective flush tank as shown on drawings; j.Complete new piping installation in each mechanical room as shown on drawings; k.Perform comprehensive testing of all bypass distribution piping system including equipment, valves, traps, pumps, and trap monitoring; l.Conduct switchover of a steam condensate return piping from tunnel to bypass pipe bridge in buildings 12, 13, 14, and 15. Verify operations of all of the system components; m.Install final high pressure steam piping, valves, and fittings to complete switchover from steam supply from tunnel to bypass bridge; n.Work in step one shall include providing exterior access to tunnels as shown on architectural drawings. 2.Step two a. Perform asbestos and lead paint abatement in service tunnels, crawl spaces, and mechanical rooms of buildings 13, 14, and connecting corridors as outlined in contract documents. 3.Step three a.Install new 6" summer high pressure steam line in abated tunnel and connect it to existing 8" line building 15 and connecting corridor at building 12 as shown on drawings. Provide required valves and fittings; b.Install new 6" winter high pressure steam line in abated tunnel and connect to existing 8" steam main in connecting corridor by building12; c.Connect new steam mains in tunnels to branch connections in buildings 13, 14, and 15. Rock Excavation The Bidder shall include under this item (at no additional cost to the government) a quantity of Eighty (80) Cubic Yards of Rock. Completion Time of 800 Calendar Days from Notice to Proceed. All other details and information shall be contained in the solicitation which shall be posted on www.fedbizopps.gov. The solicitation will be released on or about May 14, 2010. The bid submittal address, date and time will be included in the solicitation. This project requires bonding and all bid submissions shall be in hardcopies; faxed or e-mailed bids will not be accepted. All bidders shall be registered in www.ccr.gov, www.vetbiz.gov, http://vets100.vets.dol.gov/, and www.orca.bpn.gov. End of Description
