- NASA Goddard Space Flight Center has awarded Sub-Task 50 to Northrop Grumman (NG)to provide an effort to test and analyze software to meet the needs of our particular useimplementing the American Recovery and Reinvestment Act of 2009. The effort is entitled,'Accelerator Technologies and Earth System Models.' The sub-task order was placed underthe existing Cost-Plus-Award-Fee (CPAF) contract awarded back in 10/2005 to NG. Theoriginal contract award was CPAF and was competitively awarded. The work under Sub-Task50 cannot be performed on a fixed price basis due to variability of research anddevelopment projects. CPAF was determined appropriate for this Sub-Task because thecontract is for performance of research and development effort, and uncertaintiesinvolved in contract performance do not permit costs to be estimated with sufficientaccuracy to use any type of fixed price contract.
