- THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION AND A SEPARATE SOLICITATION WILL NOT BE ISSUED. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 under Simplified Acquisition procedures in Subpart 13.5 as supplemental with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NHLBI-PB-(HG)-2010-154-RSF and is being issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-40. This acquisition will be processed under Simplified Acquisition Procedures. The associated North American Industry Classification System (NAICS) Code is 334516 and the business size standard is 500 employees. The National Institute Human Genome Research Institute (NHGRI), National Institutes of Health (NIH), has a requirement for three (3) Illumina-HumanOmni1-Quad v1.0 DNA Analysis Kit (48) brand name or equal. Each HumanOmni1-Quad v1.0 DNA Analysis Bead Chip can process twelve samples and analyze >700,000 loci. Each package contains four Bead Chips, along with reagents for amplifying, fragmenting, hybridizing, labeling and detecting 48 DNA samples. Each BeadChip features over one million available assays per sample, containing carefully selected markers that deliver dense genome-wide coverage. Intelligent tag SNP selection has been optimized to maintain comprehensive genomic coverage, while reducing tag SNP redundancy. This has enabled the inclusion of additional content carefully chosen to target high-value regions of the genome associated with human disease. This newly designed chip permits processing of 12 patients per chip and allows SNP based genotyping. SNP based genotyping to identify a disease gene is a specialized technology requiring specific instrumentation and expertise. NHGRI has access to Illumina Instrumentation and the expertise in this technology through NHGRI collaborators. The analysis bead cheap to be purchased will be used in conjunction with previously purchased software. This software is used to conduct the analysis of data. NHGRI has customized a computer to run the program using this software and the bead chip. Additionally, NHGRI has also written programs for the analysis and presentation of the output. Offerings from other manufacturers are not compatible with the existing setup. As such it would not be technically practical or cost efficient to move to a new system. The Offeror must include a completed copy of the following provisions: 1) FAR Clause 52.212-1 Instructions to Offerors Commercial; 2) FAR Clause 52.212-2, Evaluation Commercial Items. As stated in FAR Clause 52.212-2 (a), The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. 3) FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions Required To Implement Statues or Executive Orders Commercial Items, Contract Terms and Conditions Commercial Items; and 5) FAR Clause 52.211-6 Brand Name or Equal Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items Deviation for Simplified Acquisitions. The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Note: In order to receive an award from the NHLBI contractors must have a valid registration in the Central Contractor Registration (CCR) www.ccr.gov and ORCA https://orca.bpn.gov/. The clauses are available in full text at http://www.arnet.gov/far. Quotes are due May 5, 2010 by 9:00am Eastern Standard Time. The award will be made based upon the requirements specified in this combined solicitation/synopsis, and to the offerer providing the best value in meeting the Government's requirements. The offerors must provide documentation in support of the specified requirements. The Government intends to evaluate offerors and may award a contract without discussions with Offerors. Therefore, the initial offer should contain the offerors best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later it is determined by the Contracting Officer to be necessary. The Government may reject any or all offers, waive informalities and minor irregularities in offers received.
