Description
RECOVERY -- Surveillance Support Services for the National Cancer Institute. The proposed action will be funded in part by the Recovery Act. The Division of Cancer Control and Population Sciences (DCCPS) of the National Cancer Institute (NCI) supports an integrated extramural program of cancer epidemiologic, genetic, behavioral, social, health services and economics, outcomes, and surveillance research. The major objective of the surveillance research is to monitor and explain patterns in the national cancer burden, including trends in cancer incidence, mortality, survival, risk factors, and the delivery of preventive and therapeutic health services. The primary approach for obtaining information about cancer trends is through the conduct of surveys and evaluation studies, and the development and validation of methods for surveillance activities. The contractor must be able to perform surveillance projects that fall under three broad categories: (1) rapid response to emerging issues; (2) evaluation, and; (3) methods development. The six task areas for the solicitation include: (1) Planning and Liaison (2) Survey/Study Operations and Data Coordination Center (3) Survey/Study Implementation (4) Biological Specimen Collection and Management (5) Computer Processing and Analysis, and (6) Submission of Deliverables. The award to be made pursuant to this solicitation will be a Task Order Contract. It is anticipated that multiple Basic Administrative contracts (approximately five (5)) will be established as a result of this solicitation. The contractors that receive a basic contract award will compete for specific Task Order requirements as they are developed. The Government intends to award the First Task Order with the Basic Contract Award, and this task order will be funded under the ARRA/Recovery Act initiative. It is our intent to award multiple five year contracts under NAICS Code 541990 in fiscal year 2010. The solicitation will be available on or about May 14, 2010. The closing date for receipt of offers will be addressed therein. Interested parties shall obtain a copy of the solicitation by accessing the following web page: www.fedbizopps.gov, or the NCI OA External website at http://rcb.cancer.gov/rcb-internet/index.jsp. This process will be completed in an electronic media only through these websites. Interested parties will need to register in order to be notified of the RFP release and the release of any subsequent amendments.
