- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation for this work and this solicitation is a request for a quote. The US Fish and Wildlife Service, Region 5 has a requirement for 20,000 lbs. of Channel Catfish to be delivered to Fish Hook Lake on the grounds of Camp A.P. Hill in Caroline County, VA. This is a small business set-aside. The NAIC code for this work is 112511 with a small business size standard of $750,000 dollars, annually. The following commercial clauses will be incorporated into the contract for this work and are in effect through Federal Acquisition Circular (FAC) 2005-32: 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and conditions Required to Implement Statutes or Executive Orders-Commercial Items.Clauses are available for download or review at: https://www.acquisition.gov/far/index.html or contact Wendell Haire at (413) 253-8531. The awards will be made to a small business, who is CCR (central contractor registration- www.ccr.gov ) registered. (1 lb. average weight) of Channel Catfish Delivered to Fort A. P. Hill, Caroline County, Virginia. Scope of Work The U. S. Fish and Wildlife Service has a requirement for 20,000 lbs. of channel catfish with an average weight of 1 pound (lb) with no fish being less than 1 lb. We require that a minimum of 13,000 - 20,000 fish be stocked into Fish Hook Lake at Fort A. P. Hill, located in Caroline County, Virginia. Fish will support the recreational fishing program in support of the 2010 Boy Scouts of America National Jamboree. DELIVERY LOCATION: Fort A. P. Hill, Fish Hook Lake, Caroline County, Virginia. 1.Quotes should be all-inclusive, including 2 delivery dates to the delivery location. 2.Delivery dates will be on July 23, 2010 and on July 29, 2010.3.A shipping receipt is to accompany each shipment. 4.No fish shall be less than 1 lb. 5.All fish shall be in good condition (weight relative to length) with no lesions or parasites so as to exhibit a normal healthy appearance. Any shipment or individual compartment in a shipment of channel catfish with a mortality rate in excess of four (4) percent, or experiencing excessive injury, disease, shock or stress at the time of delivery shall be deemed to be nonconforming to specifications and shall be rejected. 6.A current health inspection report for each lot of fish shall be presented to U. S. Fish and Wildlife Service prior to acceptance of delivery. Inspection shall be conducted within five (5) days of shipment to the U. S. Fish and Wildlife Service. Health inspection shall certify that fish show no clinical signs of disease with minimal numbers of parasites. Health inspections are to be conducted through a U. S. Department of Agriculture Animal and Plant Health Inspection Service (APHIS) approved lab. 7.Contractor shall submit a list of all production facilities or contractors supplying channel catfish to fill this contract. 8.A current health inspection report and/or history of health inspections shall be presented to the U. S. Fish and Wildlife Service, at least 48 hours prior to delivery, for all production facilities or subcontractors supplying or holding fish for this contract. Current facility health inspections shall have been conducted within 12 months prior to delivery of fish under this contract. Health inspections are to be conducted through a U. S. Department of Agriculture Animal and Plant Health Inspection Service (APHIS) approved lab. 9.Only channel catfish (Ictalurus punctatus) are authorized to be delivered under this contract. The contractor shall ensure no other fish species or aquatic organisms or aquatic plants are present in any delivery of channel catfish. Contractor shall present evidence of an operational plan to exclude nonnative species from shipments. Nonnative fish (fish not naturally occurring in Virginia) cannot be released in Virginia waters without a special permit issued by the Virginia Department of Game and Inland Fisheries. Nonnative fish are defined in Regulation 4 VAC 15-30-40 of the Board of Game and Inland Fisheries. A partial list of nonnative fish include: Smallmouth buffalo, Bigmouth buffalo, Black buffalo, Piranhas, Bighead carp, Grass carp or white armur, Red shiner, Siler carp, Black carp, Rudd, Tench, Tubenose goby, Round goby, snakeheads, tilapia, ruffe, air breathing catfish, swamp eel. 10.Vendor shall satisfy the U. S. Fish and Wildlife Service that they have access to proper equipment to facilitate tempering, offloading and stocking at the site.
