Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is RFQ-017-4232-10 and is issued as a request for quotation (RFQ) The NAICS is 423490, This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2005-39. The USDA, Agricultural Research Service, Citrus & Subtropical Products Lab, Winter Haven, FL has the need for a water condensation particle counter. The detector system must utilize a Water Condensation Particle Counter for particle size conditioning with a laser light source to achieve linearity of response between wide variations in particle sizes. Size selection and stable particle growth are 0.1 to 2ml per minute. Evaporation tube temperature control must range from 35 to 100 degrees Celsius to volatilize buffer effectively. Space required can not exceed 8W x 18D x 25H inches. The detection element needs to be a high sensitivity optical photo-detector with gain adjustment. The instrument must have detection capability in the nanogram range. Signal drift specifications are less that 5mV/Hr of signal drift or less. Signal output is both analog 0-1 volt and digital via RS-232 cable. Manual and remote auto zero capability. A 115 V/60 Hz. Power requirement is essential for this unit's location. Gas consumption must be less that 4.8L/min at or above 40 PSI (not to exceed 65 PSI due to supply limitations) for proper nebulization of buffers.
