- This is a combined synopsis/solicitation for a commercial supply item prepared in accordance with the Federal Acquisition Regulation (FAR) Part 12 as supplemented with additional information included in this announcement. The U.S. Department of Commerce (USDOC), National Oceanic Atmospheric and Administration (NOAA), National Weather Service (NWS) intend to solicit for purchase of a bench top, PC based tester for checking components and continuity in cable harnesses and back plane assemblies. It must be capable of accurately testing resistors, capacitors, and diodes. It must also test wiring for opens, shorts, and mis-wires with user selectable resistance thresholds. The following is a list of minimum requirements: Input power 105-120VAC, 60 Hz. Test Points: Minimum 4096 points with capability for future expansion up to 32,000 points. Test Voltage: 0-10 Volts, Test Current: Up to 6.5 mA. Resistance Accuracy: 0.1 ohm to 100K ohm ±3% ±0.1 ohm, 100K ohm to 1M ohm ±5%. Capacitance Accuracy: 100 pF to 1000 µF ±10%, Test Rate:256 points < 1 second. Mating Connections: 64 pin, dual row, 0.1" box headers. Length of testing cables: up to 20 feet. Computer Requirements: CPU Speed:1.6 GHz, Operating System: Windows 2000, Hard Drive: 5GB, RAM:512M, 2 USB ports, 1 Serial Port, CD-ROM Drive, Sound Card, Display Resolution: 1024 X 768. Software Requirements: User friendly, Windows-based software, CD load software, Password Security, Learn from sample mode, Build mode for testing during reconstruction, User selectable single or continuous test, Generate schematics and wire tables, Create custom forms, reports, and on-screen graphics, Data Collection for all units tested, Test points drive LEDs, On-screen graphical connector display, sound, and LED lights used as feedback during test, guided assembly, and editing, Probe function for immediate wire identification during backplane connector replacement. These items are being purchased for the NWS, to be delivered to the National Reconditioning Center, Kansas City, MO. This item will be used to replace the current NRC backplane tester. The intended procurement is for supplies for which the Government intends to acquire under the guidelines of FAR Part 12, Commercial Items. Firms interested in this requirement must respond to this notice by submitting demonstrated evidence of its capability and experience in providing the exact equipment or an equivalent specified for the NRC program. This constitutes the only Request for Quotation (RFQ) written offers are being requested; and a written solicitation will not be issued. This notice is hereby issued as RFQ No. NWWG9160-10-258. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-36. The line items shall be provided in accordance with the specifications listed below. The price shall be all inclusive of costs. The FAR clauses incorporated into this acquisition shall be the following: 52.212-3 Representations and Certifications - Commercial Items (Aug 2009), 52.212-4 Contract Terms and Conditions-Commercial Items (Mar 2009), 52-212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Feb 2010) (Sections 8, 18, 19, 20, 21, 22, 24, 30, 33, 38, 42 ii 5), 52.247-65 F.O.B. Origin, Prepaid Freight - Small Package Shipments (Jan 1991), 52.252-2 Clauses Incorporated By Reference (Feb 1998), 1352.201-70 Contracting Officer's Authority (Apr 2010), 1352.209-73 Compliance With The Laws (Apr 2010), 1352.209-74 Organizational Conflict of Interest (Apr 2010) and 1352.246-70 Place of Acceptance (Apr 2010). The FAR provision is incorporated into this acquisition by reference is as follows: 52.212-1 Instructions to Offerors-Commercial Items (Jun 2008). FAR clauses and provisions are available on the Internet Website http://www.acquisition.gov/far/. All contractors doing business with the Eastern Acquisition Division-Kansas City (EAD-KC) must be registered with the Central Contractor Registry (CCR). The Government will award a purchase order resulting from this request to the responsible offeror whose quotation conforms to the request resulting in the best value to the Government, lowest price and delivery schedule. The NAICS code for this requirement is 334519. Signed and dated quotes must be submitted to the National Reconditioning Center, ATTN: Marjorie A. Sabbagh, 1520 East Bannister Road, Kansas City, Missouri 64131. Quotes must be received on or before 4:00 PM CST, May 10, 2010. Quotes may be faxed to 816-926-3105 ATTN: Marjorie Sabbagh. Quotes submitted in response to this notice must include the following in order to be considered responsive to this request: 1. Delivery Schedule. Provide a delivery schedule for the equipment. 2. Completed price schedule for the line items identified in this notice. This is a firm-fixed price request. 3. Completed copy of FAR 52.212-3 Representations & Certifications-Commercial items or certification of registration with the Online Representations & Certifications Application (ORCA) database.
