- Solicitation #2010-N-12093 Solicitation No. 2010-N-12093 is attached. Please note the receipt of proposals is 6/15/10 at 2:00 PM. Questions (if any) are due on May 19, 2010 and must be submitted by email. Questions received after this date will not be acknowledged. Any amendments to the proposal will be posted on FedBizOpps.Gov It has been determined that Full and Open Competition will be utilized for this procurment. The Center for Disease Control and Prevention (CDC), the National Center for Injury Prevention and Control (NCIPC), Division of Violence Prevention (DVP) intend to issue a full and open acquisition under solicitation number 2010-N- 12093 for the effort entitled, "Retrospective Collection of Child Protective Service Reports Among National Early Head Start Research and Evaluation Project" This is a Research and Development (R&D) requirement and the contract type is cost plus fixed fee (CPFF). The applicable NAICS code for this acquisition is 541720, Research and Development in the Social Sciences and Humanities with a size standard of $7M. The period of performance shall be 24 months from the contract award date. The purpose of this procurement is to collect retrospective data on Early Head Start Randomized Controlled Trial family involvement with the child welfare system for five sites (n=750) and to use this data to establish differences in overall involvement and timing of involvement between intervention and control families and potential moderator effects of the intervention on the probability of family involvement with the child welfare system. Contractor shall be affiliated with the National Early Head Start Research and Evaluation Project; present evidence of access to relevant child protective services databases that include reports from 1996 to the present; have expertise in analyses to address the study questions, including survival analysis and writing of scientific publications; and have demonstrated expertise in working with child welfare data. Solicitation number 2010-N-12093 will be posted on FedBizOpps on or about April 27, 2010. All responsible sources interested in competing for this acquisition must submit a proposal in accordance with the solicitation requirements by the closing date stipulated in the solicitation. Please be advised that the Government will not maintain a bidder's list for this acquisition. Therefore, interested parties are responsible for periodically monitoring FedBizOpps for release of the solicitation and any subsequent amendments.
