Description
Fifteen days after publication of this notice, the Strategic Technology Office (STO) of the Defense Advanced Research Projects Agency (DARPA) intends to issue a request for proposal to Johns Hopkins University - Applied Physics Laboratory (JHU-APL) for the Optical Modem effort. DARPA requires highly specialized research, development, and technical services under its new FOENEX effort. The Agency is looking for initial prototype FSOC elements to jointly evaluate performance with the Naval Research Laboratory (NRL) and Air Force Research Laboratory (AFRL) for field experiments. Under the baseline FOENEX effort, JHU-APL will provide up to 8 FSO terminals with advanced Optical Modems, up to 4 hybrid FSO/RF network routers and node controllers, and related equipment for integration into as many as 3 airborne and a single ground host platform for field testing. Based on customer input, an option(s) will be included to add up to 8 high-data-rate RF terminals and associated interconnecting components to enable the full hybrid FSO/RF networking capability with the baseline 8 FSO terminals. The effort also includes the ancillary activities for training, field support, and engineering analysis. JHU-APL will research, develop, and demonstrate an advanced prototype FOENEX system that operates on large aircraft, such as the Navy P-3 aircraft, at altitudes up to 25,000 feet, and distances up to 200 km air-to- air and 50 km air-to-ground, with nominal FSOC and RF data rates of 10 Gigabit per second (Gbps) and 270 Megabit per second (Mbps), respectively, and near-perfect reliability and error-free operations. JHU-APL is the only known source in the case of a follow-on requirement with the in-depth knowledge and experience with the Optical Modems and end-to-end system requirements. The Optical Modem, which includes an Optical Automatic Gain Control (OAGC) and Forward Error Correction, is the key subsystem for compensating for large channel fading (up to a factor of 10,000) to yield error-free 10 Gbps data rate under high atmospheric turbulent conditions. Its integration with Free-Space Optical (FSO) and Radio Frequency (RF) communications terminals and stochastic network routers, will allow the demonstration of highly reliable, robust, and high data rate hybrid FSO/RF communications among space, airborne and ground platforms. In this effort, JHU-APL will leverage the experience gained supporting the DARPA Optical RF Communications Adjunct (ORCA) program that resulted from full and open competition under DARPA-BAA-07-55, as well as in several predecessor optical communications initiatives. The integrated system will be evaluated in a field environment like the Nevada Testing and Training Range (NTTR), White Sands Missile Range (WSMR), or some similar location. This notice of intent is not a request for competitive proposals and no solicitation is currently available. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above.
