Description
This Pre-Solicitation Notice changes the project name and proposed solicitation posting date while clarifying elements of the proposed work. The general scope of work consists of, but is not limited to, conducting repair of erosion of the Harry S. Truman Dam stilling basin floor by placing a concrete overlay over the erosion, anchoring it to bedrock to resist uplift, and using drains to relieve upward pressure. The overlay must be placed under approximately 48 feet of water as dewatering the stilling basin is not an option. The concrete overlay will cover the full width of the stilling basin (approx. 181 feet) and extend approx. 60 feet downstream. The overlay thickness will range from about four feet to about seven feet thick and will depend on the depth of erosion, with a total volume of concrete of about 1500 cubic feet. The basin must be cleaned and debris removed prior to placement of concrete. Contractor will clean all equipment prior to entering the water and clean it again prior to leaving the site to prevent the spread of aquatic nuisance species. Contractor activities will include development of a concrete mix design, test block construction and placement demonstration, concrete testing, anchor testing, debris removal, basin cleaning, grouted anchor installation, drain installation, underwater concrete placement, concrete sampling, and completion of as-built drawings to meet the requirements of the specifications and any incidental related work. Construction must occur in the winter months to avoid heavy recreation seasons, minimize impacts to aquatic life, and minimize construction during historic periods of high spillway releases. The Magnitude of Construction for this project is between $1,000,000.00 and $5,000,000.00. The NAICS code associated with this project is 237990, Other Heavy and Civil Engineering Construction. It is anticipated at this time that this project will be advertised as an unrestricted, full-and-open competition requirement. The Government anticipates that the solicitation will be posted on or about 20 May 2010. Offerors should check the Federal Business Opportunities website often for changes and updates.
