- Form 1449 - Statment of work- Basis for award- contract clauses The U.S. Consumer Product Safety Commission (CPSC) intends to procure a Scanning Electron Microscope (SEM). This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotation (RFQ) for a Scanning Electron Microscope (SEM) as stated in the attached specifications. The following provisions and clauses are enclosed in the solicitation attachment: 52.212-1, 52.212-3, 52.212-4, and 52.212-5. ALL QUOTES MUST BE VALID THROGUH SEPTEMBER 30, 2010. The NAICS Code and the small business size standard for this procurement are 334516 and 500 respectively. All responsible sources may submit an offer which shall be considered by the agency. General Requirements : The system must include the ability to image multiple substrates such as wood, plastic, glass, metal, cloth, etc. over a range of voltages, magnifications, and pressures specified below. The SEM shall have secondary electron detection over the entire pressure range, and an electron backscatter detector. The detectors shall be capable of signal mixing. The SEM shall have an Oxford INCA 350 EDS system with X-Max SDD (20mm 2 ) capable of elemental identification and mapping. The electron beam source shall be a tungsten filament and the filament shall be mounted in a pre-centered cartridge. Newly installed filaments shall be treated and/or adjusted automatically through computer control. The vacuum system shall include a turbo molecular pump and any necessary additional roughing pump shall be oil free. The specimen chamber shall be capable of analyzing at least a six inch diameter specimen roughly three inches in height. The stage shall be a 5 axis motorized computer controlled eucentric stage. There shall be a chamber scope, a very low magnification electron beam mode, and software for automatic specimen navigation. The computer operating system shall be windows XP. The system will include a Denton Desk V sputter coater with tilt and rotation feature. The supplier pricing will reflect installation during Q4 of 2010 at 5 Research Place, Rockville, MD at a time suitable given construction schedules. There shall be both basic and advanced training included, with the advanced training being for at least two people. Cover sheet (standard form 1449) - Block 17 with the contractor's name, DUNS number, address and telephone number must be complete. The signature, name and title of an individual authorized to commit the company must complete blocks 30a, b and c of the Standard Form 1449. All quoters must have a Tax Identification number and be registered with the Central Contracting registration (CCR) in order to be eligible for award of this contract. 2. Please review the Statement of Work found on pages 3 through 5. 3. Please provide a price quote that shows all of your specifications (please note any discrepancies with your specifications from the requirements as noted in the SOW) 4.
