Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Wyatt Technology Corporation, 6300 Hollister Avenue, Santa Barbara, CA 93117 for the below listed equipment The reference number NHLBI-PB-(HL)-2010-131-DDC. 1. Calypso Lab System, Composition Gradient System consisting of: SP-3 CG-MALS Hardware accessory; Three syringe pumps with 4-port, long life ceramic valves, Three precision syringes (1000ul, ) Multichannel vacuum degasser, additional components for filtration, mixing and delivery of samples and solvents, kit for parallel flow conversion; RS-232/ USB adapter. Calypso Software: Method design, experiment control, data acquisition, analysis and modeling of Composition Gradient Light Scattering measurements. To include two days of training, installation at customer site perform by a certified Wyatt engineer, quantity one each. 2. Upgrade WyattQELS to embedded WyattQELS, quantity one each. 3. Orbit Recycle System, part number 161185, quantity one each. 4. Installation On-site visit by a certified Wyatt engineer for 1 day (to include travel) 5. MicroCUVETTE cell, custom 1 microliter cuvette for use with the nanoStar, quantity one each. 6. Technical Support: Unlimited free telephone, e-mail and FAX support for one year. 7. To include a twelve month warranty on all instruments manufacture by Wyatt Technology The sole source determination is based on the fact that the components being purchased on this request are for use with other equipment previously acquired from Wyatt Technology Corporation through General Administration Services (GSA) Federal Supply Schedule (FSS). The above products are not available through GSA/FSS therefore, must be purchases separately as open market procurement from the manufacture. An award to any other source is not feasible or practical. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), 50 South Drive, Building 50 Room 2341 Bethesda, Maryland 20892. The notice of intent is not a request for competitive proposals. Only one responsible source and no other supplies or services will satisfy agency requirements. Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing with size standard of 500 employees, this is a small business set-aside. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001).and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-40 (April 22, 2010). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by May 6, 2010, 7:30 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
