- The Naval Sea Systems Command (NAVSEA) intends to post a competitive solicitation for the AEGIS Platform System Engineering Agent (PSEA), including Advanced Capability Build (ACB) developer support, for future development of the Aegis Weapon System (AWS) and Aegis Combat System (ACS) for the CG47 and DDG51 ship classes and other future surface combatants with a combat system that is an evolution of the Aegis Combat System. The systems engineering, development, and integration work under this contract will begin with ACB 14 and Technology Insertion (TI) 16, and continue with future ACB/TIs through the period of performance of the contract. In addition, the contractor shall assume responsibility for in-service computer program maintenance beginning in FY12, with full assumption of responsibility for this function for all Aegis baselines in FY14. The successful contractor shall provide engineering services associated with the integration of new combat systems configurations and interfaces including systems engineering, software development and upgrades in support of the Aegis class ships. NAVSEA intends to award one Cost type contract via full and open competition. The solicitation will be issued electronically via http://www.neco.navy.mil. Hard copies of the solicitation will not be provided or mailed. Interested offerors should monitor FEDBIZOPPS for the release of the solicitation. Since this solicitation, and any applicable amendments, will be issued electronically, the Government is under no obligation to maintain a bidder's mailing list. This contract will be used to evolve and maintain the AWS and ACS at the ship level for the Aegis CG 47 and DDG 51 ship classes, where the Aegis PSEA will be used to provide a Ship centric focus and develop and maintain warfare system capabilities. The role of the PSEA shall be to provide systems and software engineering, development of engineering products to support ship integration, configuration control, developmental test/operational test (DT/OT) support, training and logistics support, and field technical support for designated combat systems. In conjunction with this Solicitation (N00024-10-R-5120), NAVSEA intends to have an Industry Day in mid-May. Additional information regarding Industry Day will be posted in the near future. At this time a draft solicitation is attached for industry questions and comments. The government will be accepting comments through 19 May 2010. All questions and comments should be electronically submitted to Jason Simpson (jason.w.simpson@navy.mil) and Steven Santos (steven.o.santos@navy.mil). Questions will be answered and incorporated in to the final Request for Proposal at the discretion of the Navy. There will be classified attachments at the SECRET/US Only level to the solicitation. Please see Section L of the draft solicitation for conditions and instructions regarding access to classified attachments. All potential offerors seeking access to the classified attachments must submit a transmittal letter with their request for access that contains the following signed certification: I, [insert signatory's name, title, company], hereby certify that [company] will destroy any and all copies, notes, or other materials produced using the classified or other restricted information provided in connection with draft solicitation N00024-10-R-5120 within 180 days from receipt of access to the information, unless [company] submits a proposal in response to a final solicitation N00024-10-R-5120 issued by the Naval Sea Systems Command. IMPORTANT: In order to be considered for contract award, each company must have a TOP SECRET facility clearance and must be a United States (US) company or an independent US subsidiary. However, foreign contractors may act as subcontractors to U.S. prime contractors. The export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations and requires the issuance of an export license by the U.S. Department of State. This pre-solicitation notice is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable.
