- Description
- NASA/GSFC has a requirement for consulting,designing, modeling, and experimentallydemonstrate the design and hardware of a preamplifier stage that covers the wavelengthsof interest, preferable using planar waveguide approach (PWA). The two separatewavelengths regimes that are of interest are:1.1572 nm to measure atmospheric carbon dioxide spectral absorption and columnabundance2.1530 nm to measure oxygen spectral absorption near 765 nm. The amplified outputwill be frequency doubled to ~765nm.NASA/GSFC intends to purchase the items from the University of SouthamptonOptoelectronics Research Center (ORC) because they offer a proprietary model thataccurately predicts the performance of PWA that include features such as material designand various physical process within a complicated waveguide and light propagation thatare unique to PWA.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to JaniceaMcCree at 301-286-9159 or Janicea.L.McCree@nasa.gov not later than 4:30 p.m. EasternTime on May 13, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
