Description
The Social Security Administration (SSA) is conducting market research to identify firms capable of providing all necessary services to support ongoing and expanded deployment of SSA an Enterprise wide Geographic Information System (GIS) project. Background: SSA has developed and tested a GIS Proof of Concept (POC) pilot project utilizing ESRI ArcGIS Server, ArcEditor 9.3 applications. SSA has completed the initial installation of a GIS pilot in its testing and evaluation lab environment in 2009. SSA plans to continue development to support several areas of interest for agency wide enterprise GIS deployment. SSA requires GIS development services and support for emergency management (including security oversight, disaster planning, critical infrastructure and key resources), economic trend forecasting, site location analysis, SSA benefit distribution, Open Government initiative, ad hoc statistical analysis way finding, and driving directions to the nearest SSA field offices. Current Requirements: SSA intends to implement, enhance and deploy a server based viewer solution of the ESRI ArcGIS server product with the Adobe Flex viewer for analytical applications. Additionally SSA will require the capability to view 3-D LIDAR and BIM generated objects in major urban areas. SSA plans to utilize datasets and RSS feeds available from federal and local institutions partnering with SSA on its GIS initiative. SSA is a member of the Homeland Infrastructure Foundation Level Data Working Group (HIFLD); SSA intends to utilize the Homeland Security Infrastructure Program (HSIP) datasets in its national map. Responses to this notice should consist of full capabilities statements demonstrating the firm's previous and ongoing experience in GIS development, deployment and support services for enterprise GIS installations. Vendor must include specific examples of their experience in GIS development submissions must address the following items: •1 1. Please demonstrate your firm's capability to establish and operate a viewer based GIS application that provides location data for all SSA facilities nationwide by region. SSA regional offices are located in major urban locations; the viewer based application must provide RSS data services available in those localities including connectivity to local and state offices of emergency management. 2. Please demonstrate your firm's capability to recruit most of the offices of emergency management to participate in electronic exchange of real-time data for Continuity of Operations, emergency preparedness, and security oversight. Such a system would include an established relationship with federal, state, and local emergency management communities. 3. Please demonstrate your firm's capability to detect events and communicate information in at least 10 geographic locations through no cost and fee based GEORSS, RSS, WMS service and pertinent data sources. 4. Please demonstrate your firm's capability to integrate GIS functionality for ESRI and Google platforms. The capabilities must include the ability to integrate role based security internal to SSA through the SSA intranet and provide GIS services through an Open Government portal available to the public through the Agency website. 5. Please demonstrate your firm's capability to develop an integrated report capability based on client data mining requirements. The report functionality should support emergency management and all initiatives listed under background information above. 6. Please demonstrate your firm's capability to integrate GIS to messaging and mass notification platforms for past and current clients. 7. Please provide evidence that your firm currently provides the services described above for current clients (include samples of support and training documentation). 8. Please demonstrate your firm's capability to provide SSA with comprehensive management information, program data, and analytical support related to data collected from the system. 9. Please demonstrate your firm's capability to establish a secure/ dedicated facility for encrypting backups for associated GIS data files. Response Instructions: Any responsible firm that feels it has the capabilities and resources to meet the requirements listed herein may respond in writing no later than May 10, 2010 with capability statements and information describing in full detail their capabilities to accomplish SSA's objectives. Interested parties shall respond by submitting their capability statements by email to traci.leach@ssa.gov. Telephone calls regarding this matter will not be accepted, nor will they be returned. All responses shall be marked CAPABILITY STATEMENTS-GIS DEVELOPMENT SUPPORT SERVICES. The Government will not pay for, nor will it return information provided in response to this notice. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the government not to compete this requirement based upon responses, or lack thereof, to this notice is solely within the discretion of the Government.
