- The Department of the Navy, Naval Air Warfare Center (NAWC) Training Systems Division (TSD), Orlando, FL, is seeking potential sources with the ability to manage, update, modify and enhance the existing MH/CH-53D/E computer based training (CBT) system. Sustainment of the CBT system will include the identification, analysis, design, development, and implementation of changes to ensure concurrency with the aircraft, Naval Air Training and Operating Procedures Standardization (NATOPS), tactics, and other platform specific Standard Operating Procedures. Changes may also be driven by technology as well as a need to increase the effectiveness and efficiency of the CBT system. This effort will require a blended team of Subject Matter Experts, Instructional Designers, Graphic Artists and Authoring Specialists to produce, implement and evaluate the effectiveness of change. The potential sources must be experienced in the daily management, administration and support of Naval Aviation Fleet Replacement Squadrons, be platform experienced and be capable of applying the Instructional Systems Development model to solve for training and performance problems. This effort will require interface with the H-53 Program Management Office, NAVAIR PMA205, NAWCTSD Program Integrated Product Teams (IPTs), Commander Naval Air Force sponsors, and participation in H-53 NATOPS conferences, as well as other technical meeting to support currency management of the training system. In addition to maintaining currency of the CBT and training support materials, this effort will require maintenance of the H-53 CBT delivery systems at three (3) naval sites (Norfolk, VA; Kaneohe Bay, Hawaii; and Jacksonville, North Carolina). The potential sources must be capable at the time of award to meet all DON Chief Information Officer (CIO) Information Technology and Information Assurance requirements for the maintenance of a networked training system. Student performance is tracked through a local management system that performs simple tracking and reporting of CBT lesson completion. Written responses to this announcement should consist of the following: 1. A submission of your firm's detailed capabilities to meet the requirements listed above 2. Your firm's degree of familiarity with: a. MH/CH-53D/E aircraft program b. Operations of a Fleet Replacement Squadron c. Management of networked computer based training systems and DON CIO security Information Technology (IT) and Information Assurance (IA) requirements d. Your processes to apply the Instructional Systems Design (ISD) model to manage change and currency of a training system e. Production processes to rapidly produce change for immediate currency of materials f. Use of 2D and 3D graphics software, video and audio production tools, authoring tools and learner assessment development tools g. Experience and availability of your manpower and personnel to meet the sources sought requirements 3. A discussion of any customary business practices that might affect the firm's fulfillment of the requirement or its relationship with the Navy customer 4. A discussion of any potential participation by small, small disadvantaged, HUBZone small, service-disabled veteran-owned small, or women-owned small business concerns 5. A statement as to whether the firm responding to this announcement is a small business for the NAICS code that pertains to the product being offered (541330). A set aside decision will be made based on submission of this data. This announcement is published for informational purposes only. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. All firms responding to this announcement will be notified if a requirement is solicited. The results will be utilized to determine set-aside opportunities. All set-asides will be considered. The Department of the Navy will use the responses to the announcement to make an informed decision concerning the strategy it will pursue to meet its objectives and, if the Department of the Navy elects to proceed with a procurement, to structure the solicitation to maximize commercial sector interest and encourage truly innovative and imaginative proposals.
