Description
TITLE: T.S. State of Maine - UWILD (Using Lamp Ray Technology). Hull Cleaning and Underwater Inspection of Training Ship State of Maine DESCRIPTION: The Training Ship (TS) State of Maine is a U.S. Government owned training ship provided by the U. S. Maritime Administration to the Maine Maritime Academy for the purpose of training young men and women for a career in the U.S. Maritime Industry. It is the intent of the Maritime Administration (MARAD) to perform a UWILD (Under Water Inspection In Lieu of Dry Docking) for the purposes of satisfying the USCG requirements for a UWILD as outlined in NVIC 1-89 and all ABS Rules. In addition, UT (ultrasonic thickness) measurements employing LAMP RAY technology (robotic underwater thickness measurements) shall be required. The UWILD and LAMP RAY shall be performed by an ABS certified Specialist. This work shall include the following: a. Clean and inspect the entire underwater hull using a SCAMP ROV and perform UT measurements using Lamp Ray technology. b. Open, clean, inspect and take UT measurements of all sea chests. c. Clean and polish the propeller. d. Gather stern tube bearing and rudder bearing wear measurements. All work shall be in accordance with the requirements of the U.S. Coast Guard (USCG) and American Bureau of Shipping (ABS). Sole Source Justification: State Of Maine completed a prototype testing of a new technology application for conducting Underwater Inspection in Lieu of Drydocking (U/WILD) to credit its intermediate drydocking. The new technology was an automated hull-crawling machine which accomplishes the following: a. Continuous video of the underwater hull, with audio feed from the operator, for topside monitoring by the Surveyor. b. Near-continuous thickness gauging of the hull's steel plate, recording approximately 100 individual gaugings per hull plate. c. Near-continous reading of the hull coating system thickness. d. Near-continuous reading of the hull electrical potential, which indicates the effectivenetss of the hull's cathodic protection system. This technology was developed by a company called Imetrix, and was implemented in conjunction with hull scamping and diving support by Seaward Marine of Norfolk, VA. Seaward Marine (Seward) subsequently purchased Imetrix and owns the technology. Seaward, using the Imetrix System, currently is under long-term Basic Ordering Agreement contract with the U.S. Navy, to conduct intermediate surveys on naval ship hulls. The pricing offered is equivalent to BOA pricing (which is based on underwater surface area of the hull to be cleaned and examined). Seaward Marine is the only known vendor in the U.S. with this type of technology. Inasmuch as Seaward/Imetrix conducted the U/WILD in 2000, continuing with their service should provide us with a comparable data file to evaluate hull conditions at this time. While it is possible to conduct a U/WILD without the Imetrix technology, doing the survey via divers cannot provide anywhere near the quantity or quality of technical data that is received by this system. In view of the criticality of ensuring hull integrity on this Training Ship (which embarks over three hundred students on each training cruise), Marad plans to make a sole source award to Seaward Marine for the hull cleaning and inspection of the Training Ship State of Maine.
