Description
It is the intention of the Naval Air Warfare Center Weapons Division (NAVAIR WD), Life Cycle Environmental Engineering Branch to procure one (1) each next generation multi-axis high frequency dynamic test system on a full and open competition basis on a firm fixed price (FFP) contract. The system will be used to augment future research, development, design, and reliability assessment work. The system shall have the ability to excite a test object in three translational axes and three rotations simultaneously, with a controllable frequency band not less than 2 kHz. The scope of supply shall result in a fully integrated and functional test system and ancillary components that will permit dynamic testing of an array of naval weapon systems. Broadly, the scope of supply includes all engineering, production, factory acceptance testing (FAT), delivery, installation, commissioning, and training for the test system and ancillary components. The test system shall have a payload mounting area approximately 24" x 24" and permit the installation of a test object weighing at least 50 lbs without requiring external load biasing supports. The test system shall have at least +/- 0.5 inches of displacement with a preferred +/- 1.0 inches of displacement in each axis simultaneously, +/- 4 degree of rotation in each direction (pitch, roll and yaw) simultaneously and be able to achieve a velocity of at least 50 inches per second. The test system shall have, at a minimum, 2,000 lbf in each axis. The maximum force shall be applicable throughout the desired frequency band, limited only by the relationship between frequency, displacement, and velocity. The test system shall have, at a minimum, a controllable and useable frequency band from 10 Hz through 2 kHz. The test system will be delivered with an integral reaction mass, sufficiently sized to achieve at least 95% of the full exciter velocity to the bare table. The reaction mass must exhibit very well damped response in the test band of interest, and this feature will be estimated through finite element analysis early in the design process. The system shall include an isolation system to attenuate the forces transmitted into the intended facility foundation by 95% at any frequency above 7 Hz. Specific information to include a detailed Statement of Work shall be included in Solicitation N68936-10-R-0045 to be issued and posted on the Navy Electronic Commerce Online website at http://www.neco.navy.mil and FEDBIZOPS website at http://www.fbo.gov/ on or about 20 May 2010 to close 30 days after the Request for Proposal issue date. Delivery requirements shall be F.O.B. Destination China Lake, CA. Award is scheduled to occur by 24 August 2010. All responsible sources may submit a written proposal which shall be considered by the agency.
