- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as a request for quotation (RFQ).The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-32, DFARS Change Notice 20090115, This solicitation is set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). The NAICS code assigned to this acquisition is 333319 and small business size standard is 500 employees. There are 71 contract line item numbers (CLINs). The list of the items and quantities is attached to this synopsis. The delivery address is Camp Minden Training Site 5114 MacArthur Ave Minden. La 71055. Quotations shall be priced separately for each CLIN to include delivery. Award will be made for all or none. FAR 19.502-2(c) For small business set-asides other than for construction or services, any concern proposing to furnish a product that it did not itself manufacture must furnish the product of a small business manufacturer unless the SBA has granted either a waiver or exception to the nonmanufacturer rule (see 19.102(f)). If exact item is not quoted (see FAR 52.212-1(b)(4)) a specification sheet or other information must be provided that provides sufficient detail for the United States to determine whether or not the substituted product(s) quoted can satisfy the need. All quantities ordered must be delivered within 30 calendar days after receipt of order. The following provisions and/or clauses apply to this acquisition. Offerors must comply with all instructions contained in FAR 52.212-1 Instructions to Offerors -- Commercial Items. FAR 52.212-2 Evaluation -- Commercial Items (Jan 1999): (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1: Price, 2: Technical acceptability of the item offered 3: Delivery Terms. Factors other than price when combined may be more important than price.
