- PRE-SOLICITATION SYNOPSIS: The Substance Abuse and Mental Health Services Administration (SAMHSA) is soliciting proposals on a full and open competitive basis to conduct the National Survey on Drug Use and Health (NSDUH) for the 2012 and 2013 survey years. The purpose of the NSDUH is to provide current data on substance use and mental health prevalence for the U.S. population (aged 12 and older), each state and the District of Columbia, and to issue reports on survey results. The survey sample will support annual estimates of prevalence for the nation, the 50 states, and the District of Columbia. The contractor will be required to: (1) provide interviewers and interviewer supervisory staff to screen approximately 182,500 dwelling units and conduct 67,500 interviews per survey year, using computer-assisted interviewing technology; (2) develop training procedures/materials and conduct training classes in order to maintain a qualified field staff and satisfy survey fieldwork goals; (3) use statistical expertise to (a) employ a state-based sample design, with an independent, multi-stage area sample for each of the 50 states and the District of Columbia, and (b) employ small area estimation techniques in order to develop model-based estimates; (4) perform technical writing, analysis, and methodological studies to complete and support the contract tasking; (5) conduct a Mental Health Surveillance Study (MHSS) comprised of 500 SCID interviews in each survey year and calibrate existing serious mental illness (SMI) estimation methods, as necessary; and (6) in survey year 2012, conduct an expanded MHSS (EMHSS) comprised of an additional 1,000 SCID interviews. The estimated period of performance for items 1-5 is 56.5 months. The estimated period of performance for item 6 is 36 months. RECOVERY: The EMHSS activities described under item 6, above, will be funded using American Recovery and Reinvestment Act of 2009 (ARRA) funds through Intra-Departmental Delegation Authority, or IDDA. Through the use of ARRA funds, the National Institute of Mental Health (NIMH) intends to fund the EMHSS, to include: the expanded sample; a study aimed at assessing the feasibility of adding an adult and youth longitudinal follow-up study to the NSDUH; production of analytic and methodological reports on a variety of topics using existing data from NSDUH and other data systems, as appropriate; and an assessment of the feasibility of producing a data enclave for the MHSS data. NIMH has an interest in this MHSS expansion due to a desire to increase the NIMH research portfolio in population-based mental health studies that build on established federal surveillance survey platforms. NIMH plans to use results from this MHSS expansion to analyze and report on major mental health conditions (e.g., Post-Traumatic Stress Disorder, Manic Episode, Anorexia Nervosa) based on data collected from a nationally representative sample. NIMH is also interested in assessing the feasibility of developing a longitudinal component (i.e., the same respondents interviewed on different occasions) and in the production of an additional number of analytic and methodological reports to address their mission. The solicitation may be obtained in either of two ways: by mail, or electronically by downloading a file from FedBizOpps.
