Description
Justification for Other than Full and Open Competition This sole source justification is being submitted by the Department of Veterans Affairs (VA), National Cemetery Administration (NCA), Construction Support Division (CSD), 811 Vermont Ave NW, Washington DC 20571, for a project at Fort Scott, Kansas. Solicitation VA-786A-10-RP-0036 is stimulus project for roadway repair including resurfacing and new curb and gutter, at the Fort Scott National Cemetery, in Fort Scott, Kansas. The request is for this solicitation to be sole sourced in accordance with PL 109-461 and the Veterans Benefits Act of 2003 (15 U.S.C. 657f), to a Service Disabled Veteran Owned Small Business (SDVOSB). Fort Scott National Cemetery is a small historic cemetery located in rural eastern Kansas. Currently there are two ongoing projects at the cemetery, both are currently shut down for the winter months. One is to replace the historic wall that surrounds the original cemetery. The other is a turf renovation project. Since the cemetery is small the staging/storage area for contractor's equipment and material is limited. The proposed road improvement project would introduce another contractor to the site, and a fourth project to repair and expand the irrigation system could introduce a fourth contractor to the already busy cemetery. The larger problem with the irrigation and road projects is the fact that the main lines for the new irrigation system are in the roadway, which is to be repaired and/or resurfaced under this project. The irrigation and the road projects need to be coordinated very closely, and with two different contractors performing the projects it may be a logistical nightmare for the Cemetery Director and his staff. The onsite staff at the cemetery consists of three people. Also we do not have a resident engineer on this project, so there is no VA presence to work out day to day problems that will arise between the different contractors. I have spoken to the Project Manager Dennis Gerdovich, the Memorial Service Networks Engineer, Rodney Duich, and the Cemetery Director, William Owensby; they all agree that it would make a bad situation even worse if we were to introduce additional contractors to the site, given the fact that there is no resident engineer to coordinate the work of the different contractors. I recommend using the same contractor that will be doing the minor irrigation project, to insure proper coordination between the irrigation project and the stimulus road project. We do not want to resurface the roads and in a month or two tear up the new pavement to install water lines. I also recommend that this contractor is a SDVOSB. There have not been any written expressions of interest in this project, but it will be advertised, as required, on FedBizOpps. Sole sourcing to a SDVOSB at this particular time, is in the best interest of the Government. To the best of my knowledge and belief the facts as stated above are true and correct.
