- This publication serves as notice of intent to procure the modification of the current Supplemental Type Certificate (STC) #SA2429CE for the Hawker Beechcraft KingAir 350CER (B300), N68RF, for the U. S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC), located at MacDill AFB, FL on a sole source basis with AVCON Industries, Inc. The Hawker Beechcraft KingAir 350CER (B300), N68RF, is specially modified to conduct aerial remote sensing operations. The aircraft is currently modified under STC #SA2429CE which describes dual instrument ports that may be fitted with optical glass for operations in the restricted category. Alternately, the STC allows that the ports may be fitted with aluminum pressure plates, or left open but covered with aluminum pressure domes for operating in the normal category. NOAA requires a revision or amendment to the STC #SA2429CE so that the aircraft may also be operated in the restricted category with no glass, no pressure dome, and no pressure plate installed on either, or neither instrument ports. The government intends to acquire the modification to the current STC #SA2429CE under the authority of FAR Part 13, 106-1(b). The government intends to issue a fixed price purchase order to AVCON Industries, Inc. for the modification of the current STC #SA2429CE. AVCON Industries, Inc. owns and maintains the proprietary data associated with the current STC. Because of this, AVCON is the only reasonably available source that can modify STC #SA2429CE for the NOAA aircraft N68RF. This is a simplified acquisition purchase. NOAA requires complete delivery of application materials to the FAA within 30 days of the award date. This notice of intent is not a request for competitive responses. However, all responses received within ten days after date of publication of this notice will be considered by the government. A determination by the government not to compete the acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. DOC, Eastern Acquisition Division-Kansas City Office requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR).
