Description
Notice Type:Pre-solicitation Synopsis: The Department of Veterans Affairs, Portland VA Medical Center intends to issue a sole source purchase order to Stryker Medical Instruments for the following services for a base and three one-year options to extend: Maintenance and service of Stryker Neptune Docker/Rover system. This notice of intent is not a request for quotes. The Government intends to acquire services via FAR 6.302-1. Interested organizations may submit expressions of interest (EOIs) containing sufficient literature to the extent necessary to allow the government to determine the technical acceptability of specification. The aforementioned information should be submitted in writing to the Contract Specialist (email: Alyssa.dark2@va.gov). Oral communications are not acceptable in response to this notice. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals or quotations received in response to this notice. Interested persons may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capability to provide the services sought including pricing data, technical data sufficient enough to determine that a comparable source to the government is available. The government will be the sole determiner regarding an offers ability to meet all requirements. The government will consider all EOIs received prior to 5 days after the date of the publication of this synopsis before 10:00 am EST on that date. Below is the Justification for the aforementioned Services, in accordance with FAR 6.302-1: JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION upon the basis of the following justification, I hereby approve the issuance of the contractual action described below using other than full and open competition, pursuant to the authority cited herein. Identification of Agency Department of Veterans Affairs, Portland VA Medical Center, 3710 SW Veterans Hospital Road, Portland, OR 97239. This purchase will be under the Simplified Acquisition Procedures and other than Full and Open Competition as authorized under FAR 13.501 (a) (1). The anticipated award date is April 26, 2010. Nature of Action Being Approved: This justification and approval set for the facts and requests approval for the issuance of a sole source purchase order with Stryker Medical Instruments to support the Portland Veterans Administration Medical Center. Description of Service and Supplies: Maintenance and service of its Stryker Neptune Docker/Rover system. This service includes a general system inspection and review of system operation, calibrating the system as necessary, completing minor operational and reliability field engineering change notices or updates and other remedial maintenance of a non-emergency nature. Scheduled part replacement is provided as required. Part replacement includes the cost of dealer authorized replacement and labor to install the dealer authorized replacement parts. Manufacturer has unique knowledge and access to proprietary software/components used to operate and maintain the system. As the manufacturer, they are also the ones that must provide the service on any equipment still under warranty. Market Research found that there were not any other known vendors that provide service on a system they did not manufacture.
