- NASA/GSFC has a requirement for WINCS EB (electronics boxes), an applicationspecific integrated electrical system for the WINCS charged particle spectrometer NRLSpace Weather Cubesat.The purpose of the WINCS EB is to enable the four WINCS instruments: (1) Wind-TemperatureSpectrometer (WTS); (2) Ion-Drift Ion-Temperature Spectrometer (IDS); (3) Neutral MassSpectrometer (NMS); and (4) Ion Mass Spectrometer (IMS). The WINCS EB is the custom designed and packaged control, data acquisition, and telemetrysystem that operate all instruments that make up the NRL Space Weather Cubesat. It mustfit in a volume less than 3.25 x 3.25 x 2.00 in inches with the total power consumed lessthan 0.9 Watt. The WINCS EB must provide : (1) power for 3 cathodes in 3 ion sources; (2)the required ion and electron optics voltages; (3) energy scan voltages; (4) MCP detectorvoltages; (5) gate voltages for the two mass spectrometers; (6) the detector electronicsfor 4 arrays of 16 anodes each (total: 64 anodes); (7) TOF (Time-Of-Flight) electronicsfor two mass spectrometer anodes with 1 ns time resolution; (8) micro-controller withmemory; and (9) a telemetry section. The WINCS EB project consists of three (3) parts:Part One: Design and develop one (1) fully operational WINCS EB as outlined below forpre flight laboratory testing. This includes the following: Task 1 - NMS & GEMS boardDevelopment; Task 2 - Filament board development; Task 3 - Power Supplies boarddevelopment; Task 4 - System Engineering & Packaging effort; and Task 5 - Test Fixtureand Software development.Part Two: Produce five (5) fully operational WINCS EB units for delivery and integrationto the NRL Space Weather Cubesat as outlined in the tasks above.Part Three: Provide two years of support for the WINCS EB project consisting ofengineering design, specialist, service, materials, and travel support.NASA/GSFC intends to purchase the items from Space Instruments (SI) because the companyis the only responsible source that can provide the proprietary ASIC circuit designs andquick turn R&D in house processes to deliver the required performance in low-power, mass,volume, and speed, necessary to meet our specifications and satisfy agency requirements. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:00 p.m. EST on May6, 2010. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
