Description
Sources Sought Number - TYN 100422 - Overhead to Underground This sources sought notice is for informational and planning purposes only. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for contract award. When the solicitation is issued, it will be announced on the Federal Business Opportunities website and all interested parties shall obtain the solicitation from this website. 325 Contracting Squadron (325 CONS) at Tyndall AFB, FL is seeking potential sources for the Base Electrical Infrastructure Conversions in support of the 325th Civil Engineering Squadron (325 CES). It is anticipated that the contractor shall furnish all designs, labor, materials, equipment, and service required to replace existing overhead electrical primary and secondary distribution to an underground electrical primary and secondary distribution, site specific infrastructure, to include all pad mounted switching, fusing coordination, pad mounted distribution transformers, and connections to all the existing facilities. It is anticipated that the contractor shall design for, provide, and install the properly sized service feeders to the existing facilities. It is anticipated that the contractor shall replace existing street lighting on a one for one basis in the areas of conversion to include the required electrical power to feed them properly. All electrical conversion are site specific and shall meet and/or exceed National Electric Codes, ANSI requirements, IEEE Design Standards, and Air Force/DOD Standards and Instructions. Directional boring is the preferred method based on the depths requested, with other means optional with pre-approval by the CE Project Manager on a case by case basis. The installations shall meet the latest NESC and NEC requirements. It is anticipated that the contractor shall provide GPS readings for locations of all switch gear, transformers, feeder locations, and all required information to the Engineering representative to allow him to enter them in Easy Power 8.0 for studies and contractor format for test reports, and consist of a short-circuit study and coordination study of Tyndall AFB electrical system. Use a similar format to the Tyndall AFB Electrical Distribution System Master Planning Study (Volumes 1-3) Final Report Revision 2 (Report No. EE-04-125-F) Dated February 2005 as completed by the Engineer.Geo-base Informational System (GIS) shall meet Survey Grade Level 2 accuracy, Mapping or Survey Grade, to +/- 3-feet. In addition, the Z-value (depth) of newly installed electrical conductors/conduits and equipment shall also be recorded every 500-1000 feet (maximum) with equipment identification information. The purpose of this sources sought notice is to gain knowledge of qualified and interested sources with experience relative to NAICS Code 238210. Firms responding to this sources sought should be able to provide competent is defined as registered licensed professional or, where registration is not applicable, trained, and/or certified in their respective field. The contract is anticipated as a Firm Fixed Price (FFP) award. Performance period is anticipated at 12 months. The anticipated magnitude of this project if all options are exercised is in accordance with FAR Part 36.204(f) "Between $1M and $5M." 325 CONS is requesting all interested and qualified firms respond to this sources sought notice with the following information: (1) name, address, phone, fax, e-mail and website if applicable; (2) a list of similar contracts (not to exceed 5) the firm currently holds or has completed within the last three years; (3) bonding capacity; and (4) any/all small business classifications.The list of relevant contracts should include the location, contract number, description, estimated yearly value, performance dates, and Government point(s) of contact (contracting officer and QAE/inspector) with phone and fax numbers. Please limit your response to 3 pages. Potential offerors should submit this information to Ms. Mary Helen Dent at mary.dent@tyndall.af.mil or mailed to 325th Contracting Squadron/LGCCA, Attn: Mary Helen Dent, 501 Illinois Ave, Ste 5, Tyndall AFB, FL 32403, by 4 pm CST on 3 May 2010. Oral communications ARE NOT acceptable in response to this notice. The solicitation package, if one is issued, and any amendments will only be available electronically to FedBizOpps. No paper copies of the solicitation will be mailed. If a solicitation is posted it is the responsibility of the interested parties to review the website for updates/amendments. The closing date for submission of offers will be contained within the solicitation package. Contractors must be registered with the Central Contractor Registration (CCR) as prescribed in DFARS 252.204-7004 and 252.232-7009 in order to receive award.
