- This pre-solicitation notice is not a Request for Proposals (RFP), but for information purposes only. A solicitation for this Firm Fixed Price Indefinite Delivery/Indefinite Quantity procurement is planned for issuance on or about 30 Apr 2010. Multiple awards are anticipated to the responsible offerors whose proposals represent the best value to the Government. US Transportation Command (USTRANSCOM ) Defense Courier Division (DCD) requires air transportation to move DOD Couriers and classified/sensitive material via continental US commercial scheduled service routes. Two DOD launch couriers will transport the material planeside and monitor the material until it is onloaded and aircraft doors are sealed. Two DOD escort couriers will travel on the aircraft transporting the material. Two DOD recovery escorts will be pre-staged at destination to meet inbound aircraft and positioned planeside to observe the aircraft cargo doors being unsealed and the offloading of the material. Coast-to-coast flights will transport material using contractor furnished containers/pallets. Palletized material will be secured by shrink wrap or nets provided by DOD. On other trips material may be loose loaded or in secure containers/pallets. The Government desires round trip transportation on the following routes but will consider alternative nearby locations for both onload and offload. ROUTE (containerized) Approximate quantity Baltimore to Sacramento or Oakland 4,800 lbs weekly Sacramento or Oakland to Baltimore 4,200 lbs weekly ROUTE (containerized or loose loaded) Approximate quantity Baltimore to San Antonio 2,500 lbs weekly San Antonio to Baltimore 1,900 lbs weekly Baltimore to Denver, Colorado Springs, or Omaha 3,500 lbs bi-weekly Denver, Colorado Springs, or Omaha to Baltimore 2,100 lbs bi-weekly Sacramento to Oakland or Seattle 900 lbs bi-weekly Oakland or Seattle to Sacramento 450 lbs bi-weekly Sacramento or Oakland to San Diego 1,000 lbs bi-weekly San Diego to Sacramento or Oakland 1,000 lbs bi-weekly Denver (DIA) to Omaha (OMA) 1,000 lbs bi-weekly Omaha to Denver 1,000 lbs bi-weekly Alternative departure and arrival locations will be considered including but not limited to: John F. Kennedy (JFK), LaGuardia (LGA), Philadelphia (PHL), Newark (EWR), Atlantic City (ACY) Dulles (IAD) Reagan (DCA), San Francisco (SFA) Only DOD Approved Air carriers who are members of the Civil Reserve Air Fleet (CRAF) or DOD Approved Air carriers who have been determined Technically Ineligible for the CRAF may receive a contract award. Transportation of HAZMAT will not be required. The NAICS code is 48111 Passenger Scheduled Service or 481112 Freight Scheduled Service. The period of performance is 1 Oct 2010 (or date of award if subsequent thereto) through 30 Sep 2011, with three one-year Option Years and a six month Option for Extension after Performance.
