Description
EXPRESSIONS OF INTEREST SOUGHTREQUIREMENT: The United States Government currently occupies office and related space in a building under lease in Odessa, Texas and the Government is seeking additional space. The Government is seeking to lease approximately 11,000-12,000 contiguous rentable square feet of medical office and related space. The rentable space must yield a minimum of 10,400 contiguous net usable square feet (USF), available for use by tenant for personnel, furnishings, and equipment. Net usable square feet does not include such areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors, and public toilets required by local code. The space must be handicap and public transportation accessible, ADA compliant and can be provided by new construction or modification of existing space. The space to be provided must have a floor live load capacity of not less than 100 pounds per square foot unreduced throughout. The building and parking area must be fully accessible meeting all requirements of the Architectural Barriers Act Accessibility Standard (ABAAS). The lease term requirement is for five (5) years firm with one (1) five (5) year option. The space must be available for occupancy by January 30, 2011. The delineated area is the City limits of Midland / Odessa, Texas. Other applicable requirements include: "Parking: On-site parking for at least sixty five (65) reserved parking spaces in which ten (10) should be designated as handicapped or minimum number of spaces required by local codes. "Others: The space can be provided by modification of existing space. All services, supplies, utilities, partitioning, and required alterations are to be provided as part of the rental consideration. Any existing building must meet all current federal seismic criteria. The Government is considering alternative space if economically advantageous. The Government will use the information it receives in response to this advertisement as a basis to develop a cost-benefit analysis and to determine whether to compete the lease requirement or pursue a sole source justification to remain at its current location. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. The Government is limited by law (40 USC 278a, as Amended 10-1-81) to pay no more than the appraised fair rental value for space. Expressions of Interest must be submitted to the below address by 3:30 PM EST on May 20, 2010 and must include the following information: "Building name and address and location of the available space within the building. "Rentable square feet available and expected rental rate per rentable square foot, fully serviced. "Net Usable square feet (USF) to be offered and expected rental rate per USF, fully serviced. Indicate whether or not the quoted rental rate includes an amount for tenant improvements and state the amount, if any. "Date of space availability. "Method of rentable space measurement. "Building ownership information. "Amount of parking available on-site and its cost. Include whether expected rental rate includes the cost of the required Government parking (if any).
