- TIRE EFFICIENCY TESTING MACHINE. The US Department of Transportation, National Highway Traffic Safety Administration (DOT/NHTSA), has a requirement for the manufacture and installment of a turnkey tire efficiency testing system to be installed in its San Angelo Test Facility (SATF), Goodfellow Air Force Base, San Angelo TX. This requirement includes the design, manufacture, delivery and assembly of the testing machine, computer hardware and integrated software, its installation at the SATF, setup and demonstration, technical and maintenance manuals, system training for NHTSA personnel in the operation and logistics of the system, and essential support equipment (e.g., rims) for initiation of the testing operations. This requirement is for the manufacture of a new tire testing machine as described as well as a separately priced list of spare parts and other support items. Optional items may include an annual maintenance package and the purchase of a second machine that may be of the same design and manufacture as the new machine but may be a previously used or refurbished machine with the same or similar capability. DOT/NHTSA has established a Congressionally mandated consumer information, tire efficiency rating program for all passenger car (PC) tires; that regulation is 49 CFR 575.106. This requirement supports the Congressional direction that DOT/NHTSA establish an enforcement program to monitor the accuracy of such ratings. DOT/NHTSA is planning for the possible expansion to light truck (LT), medium truck (MT) tires and/or heavy truck (HT) tires, if and when Congress so directs. Solicitation of proposals for this requirement is limited to US firms. A Firm Fixed Price contract is anticipated. Submissions must be received no later than 4:00 P.M., May 5, 2010. A formal Request for Proposals will be announced on FedBizOpps and available on or about May 14, 2010.
